The Circle DE Lumber Site is a former wood treating facility. Past operations included wood treatment using PCP with diesel as a carrier oil.
The primary objective for this removal action is to reduce the off-site migration or the threat of the off-site migration of listed hazardous waste.
Monday 2/13/06: START (1) and ERRS (1) mobilized to the site. An excavator was delivered to the site for stockpile removal. ERRS covered soft ground with landscaping fabric and then rock to provide a solid surface for the trucks that will be loaded with the contaminated soil stock piles.
Tuesday 2/14/06: START (1) and ERRS (1) on site. ERRS loaded 4 trucks with contaminated soil from stock pile #1 (total 92 tons); destination Grand View, ID. ERRS loaded 5 trucks with contaminated soil from stock piles #2& #3 (total 118 tons); destination Beatty, NV. START collected ground water elevations from the 5 monitoring wells onsite.
Wednesday 2/15/06: START (1) and ERRS (1) on site. ERRS loaded 3 trucks with contaminated soil from stock pile #1 (total 90 tons and a cumiliative total of 182 tons trucked to Grand View, ID).
Thursday 2/16/06: START (1) and ERRS (1) on site. ERRS loaded 8 trucks with contaminated soil from stock piles #2, #3, #4, #5, #6 (total 189 tons and a cumilitive total of 307 Tons trucked to Beatty, NV). All stock piled soil has been removed from site. All EPA removal activities have now been completed.
The following Planned Removal Actions have been Completed: 1) Mobilize personnel and resources to the Site the week of 10/31/2005; 2) Arrange for proper utility locates; 3) Remove, dismantle, and scrap for off-site disposal/recycling tank and concrete impoundment to prevent future misuse and to access underlying contaminated soils; 4) Arrange for the proper off-site disposal of contaminated soils from the site; 5) Excavate and stock pile Pentachlorophenol (PCP) F032 contaminated soils into 2 seperate dispositions: < 74 PPM pcp and > 74 PPM PCP; 6) Field screen and sample as necessary to support excavation, and disposal requirements; 7) Backfill excavated area with clean fill; 8) perform restoration activities as requried; 9) Install monitoring wells the week of Nov 14-18, 2005. 10) Transport contaminated soils from the site;
All EPA removal activities have now been completed.

Approximately 182 Tons of RQ, Hazardous Waste, Solid, N.O.S. (Pentachlorophenol), Class 9, NA 3077, PGIII were delivered to US Ecology Idaho, Inc., Grand View, Idaho. Contaminated Soil sent to Grand View, ID was below the Land Ban restriction concentration and disposed of in an appropriate land fill.
Approximately 307 Tons of RQ, Hazardous Waste, Solid, N.O.S. (Pentachlorophenol), Class 9, NA 3077, PGIII were delivered to US Ecology of Beatty Nevada, Beatty, Nevada. Contaminated Soil sent to Beatty, NV was above the Land Ban restriction concentration and will first be treated with WETOX which is a chlorine oxidation reaction that breaks down pentachlorophenol into daugther products that then will be disposed of in an appropriate land fill.
