Site Description
On February 28, 2006 a traffic accident involving a hazardous waste hauler and a privately owned vehicle occurred at the intersection of U.S. 41 and Mount Paran Road in Atlanta, Fulton County, Georgia.  The incident resulted in the rupture of a 250 gallon tote and a 55 gallon drum containing waste acid.  Acid drained from the containers into the cargo box of the truck and out to the roadway.  Apparently the spill went initially unnoticed and the truck continued approximately 1,000 feet further to a construction area at 2055 Mount Paran Road where the release was discovered.  Atlanta Fire and Hazmat responded and subequently requested EPA assistance. A Federal On-Scene Coordinator (OSC) and START III contractors were dispatched to provide oversite and assistance.  The Georgia Environmental Protection Division (EPD) was also notifed.

Current Activities
Atlanta Fire and Hazmat and the Atlanta Police Department directed the evacuation of workers at the church complex and provided for site and traffic control.  Atlanta Fire and Hazmat made the initial entry to assess conditions in and around the box truck.  After determining that conditions were stable (i.e. no fuming acids), the site was released to the responsible party (RP), Greenleaf Environmental, for mitigation.  Transfer from local response to RP reponse occurred at approximately 16:00 hrs on February 28, 2006.

Between 16:00 hrs on February 28 and 02:00 hrs on March 1, 2006, Greenleaf Environmental contained and neutralized acid liquids pooled at the spill site and along Mt. Paran road with Oil-Dri and lawn care lime.  Greenleaf also offloaded and overpacked acids remaining in the damaged containers.  The overpacked wastes were secured within the box truck for off-site shipment on February 29.

Between approximately 10:00 and 15:00 hrs on March 1, 2006, Greenleaf excavated a small area of acid-saturated soil at the northeast corner of the intersection of U.S. 41 and Mt. Paran Road and removed used Oil-Dri from the back parking lot of Mt. Paran Baptist Church.  The RP's also continued additional neutralization of the parking lot surface with portland cement.  All excavated materials were secured in a roll-off box for waste characterization and off-site disposal.  Following completion of excavation and neutralization procedures, soil samples were collected in the excavation areas to confirm successful cleanup.

At the direction of EPA, START III contractors conducted surface pH testing of the affected pavement surfaces to confirm successful neutralization.
