Start Date: 3/2/2006
Pollution Report (POLREP) #23
Site Description
Please refer to previous POLREPs for site description and previous actions taken.

Current Activities
The following activities took place during this PRP-lead Performance Period:

Clark Security provides 24 hour security at the site.

Since the beginning of this period of performance on 1/26/08, the wastewater treatment system (WWT) has treated approximately 38,000 gallons of water.  Treated water is being used for building and steel decontamination operations.  No land application of water was performed during this period of performance.

Demolition activities continue.  Inside the incinerator building, the Unit 1 upcomer was demolished, completing demolition activities within the building.  The building was pressure washed on the inside in preparation for demolition.  During this period of performance, Brandenburg completed demolition of the drum prep building, the Unit 1 and Unit 2 smoke stacks, and the incinerator building.  All metal was deconned with pressure washers prior to placement in disposal piles.  The disposal piles are cut into shippable pieces with a shear unit attached to a track excavator.  Thirty-three roll-off boxes of decontaminated steel, totaling approximately 516 tons, were shipped to River Metal Recycling in Metropolis, IL for recycling.

During this period of performance, seventeen loads of hazardous waste from the Unit 1 baghouse and the Unit 2 rotary kiln and baghouse totaling approximately 336 tons, were shipped to Stablex in Quebec, Canada for disposal via Heritage Environmental Services in Indianapolis, IN.  In addition, twenty-one loads of hazardous waste from Units 1 and 3, totaling approximately 390 tons, were shipped to Heritage Environmental Services in Indianapolis, IN.

Approximately 5,600 gallons of waste oil were shipped to Heritage Environmental Services in Indianapolis, IN

Winds during this period of performance were predominantly out of the west with an average wind speed of 5.2 mph.

Planned Removal Actions
Brandenburg plans to accomplish the following during the next period of performance:

-Operate the wastewater treatment system;
-Decon all scrap steel on-site;
-Ship deconned scrap steel and debris off-site;
-Ship hazardous waste offsite to Indianapolis and Quebec; and,
-Complete the demolition of activities associated with the Incinerator building.

EPA, USCG GST, and START will continue to provide oversight of the response.

Next Steps
The following items remain to be addressed:

-Continue site security;
-Monitor the wastewater treatment system for the reduction of suspended solids and metals concentrations;
-Continue decontamination and demolition of LWD structures;
-Evaluate the analytical results of Phase 4 on-site sampling event; and,
-Prepare to conduct the next steps of the Phase 4 subsurface investigation activities.

Key Issues
Weather continues to pose problems at the Site.  Extended periods of rain cause delays or suspension of certain work activities.  Sub-freezing temperatures require more time to complete tasks, set-up and break-down equipment, and poses a potential safety issue with workers.
