The Atlas Iron and Metal Co., Inc. site (Atlas) is located at 10019 South Alameda Street in the City of Los Angeles, California. Atlas is bordered to the north by LEX-West, a Lexington Steel Corporation, to the south by David Starr Jordan High School facilities and to the west by the Jordan High School sports field. Alameda Street and the Alameda corridor border Atlas facility to the east. The Los Angeles River is located 3.5 miles southeast of Atlas. Atlas is an approximately three acre active metal recycling facility where scrap metal is stored and prepared for reuse by cutting, welding and sorting operations. The site has operated as a metal recycling facility since approximately 1949.
In October, 2005 the California Department of Toxic Substances Control (DTSC), submitted a formal Request for Federal Action to EPA to address two waste piles present at the facility. Subsequent negotiations between EPA, DTSC and the PRP resulted in an EPA-approved PRP Removal Action Workplan and Health and Safety Plan for the excavation and disposal of the waste piles and any associated areas of soil contamination. The PRP removal team mobilized on August 14, 2006 and demobilized on September 13, 2006. See POLREP #1 for additional site description. PRP field activities were conducted by the PRP under the terms of an EPA-approved Removal Action Workplan (RAP) and Site Health and Safety Plan (HASP). EPA approved the RAP on 8/3/06 and the HASP on 8/7/06. The following organizations participated in the removal action:
• EPA - Primary oversight of RAP implementation. • DTSC - Oversight of RAP implementation and lead for community involvement coordination. • SOS - Prime PRP contractor responsible for overall site removal activities. • ERRG - SOS subcontractor; responsible for sorting through waste piles to separate ferrous metals and waste, loading of wastes for off site disposal, and exclusion zone air monitoring for dust emissions.

A. DTSC distributed 2,800 copies of the EPA project Fact Sheet to Jordan High School for the faculty, staff, and students to take home to their parents. Additionally, 100 copies were placed in the on-campus childcare center for parents of the toddlers to pre-school aged children.

A. EPA received the SOS analytical data for the 8/31/06 “deep confirmation” (pot-hole) sampling effort. Metal constituents were below TTLC and iPRG concentrations. Two samples (2-3.5’, and 6-3’) had detectable Aroclor 1242 and 1254 concentrations.
10/16/06
A. EPA received the SOS analytical data for the 9/12/06 “surface confirmation” sampling effort. Elevated copper, lead, zinc and PCB concentrations persisted in several of the sampling locations. The surface area sampled represents the zone between the final waste pile excavation face and the depth associated with the 8/31/06 sample set.

A. Conference call between OSC Benson and DTSC representatives F. Gharibean, S. Lavinger, R. Morehead and State Deputy AG T. Heller. OSC Benson provided a summary of the available laboratory data and final PRP on-site activities/demobilization. Elements of overall project transition back to DTSC were also discussed.
11/2/06
A. Meeting at DTSC Glendale office with OSC Benson, START Gibson, DTSC representatives F. Gharibean, S. Lavinger, R. Morehead and State Deputy AG T. Heller. AG Heller summarized the results of the 11/1/06 settlement meeting between parties of the on-going complex litigation between DTSC and Atlas. AG Heller explained to the Judge that site activities were in the process of transitioning back to DTSC (from the EPA led PRP removal oversight activities). AG Heller advised that the Judge may be ordering EPA to the next scheduled settlement meeting to present EPA costs as part of the negotiation process.
OSC Benson explained that EPA was awaiting the PRPs final reporting which marks their final obligation under the EPA approved workplan. OSC Benson provided the available data (in advance of final reporting) and the group discussed potential future steps for DTSC, including possible sampling activities and large pile capping conditions. DTSC agreed that the imminent and substantial endangerment issues were solved by our removal participation and their on-going litigation and settlement meetings were the best forum to continue forward with site needs.

A. EPA receipt of REED International “Summary report for Work Performed at Atlas Iron & Metals, Inc, dated 10/3/106.
B. All PRP and START reporting concerning the waste pile removal action is being forwarded to the DTSC.
11/16/06
A. At the request of REED International Project Manager L. Russell, OSC Benson mailed copies of the complete 4/28/06 EPA/START Sampling Report (with data attachments) and the raw QA/QC data deliverables for the EPA sampling event.
• EPA oversight phase of project complete.
• Final report(s) delivery to DTSC. • Possible EPA involvement with future settlement meeting(s).
