EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Currently, contractors for Meridian are conducting work at the site. SPX Contech, Portage, MI, is coordinating with EPA for removal of their magnesium wastes. EPA and PADEP officials are controlling access to the site and coordinating the activities of the various generators.

On 4/9/07, START mobilized to the site and attended the morning safety meeting held by URS, subcontractor to Meridian. URS moved super sacks from building 2 to building 7 for repackaging. A truck arrived on site to transport magnesium drums, however, there was an insufficient load available. No drums were loaded and the truck departed. Workers departed midday due to lack of empty drums. In the afternoon, a load of approximately 250 drums with rings, but without lids, was delivered to the site and off-loaded by a couple of URS employees into building 7.
OSC Downie mobilized to site. The OSC coordinated with SPX Contech regarding their material on site. SPX representatives anticipate being on site Wednesday, 4/11/07 to determine the location, condition and quantities of their material.
PADEP (Holler) mobilized to site to observe activities. PADEP (Wozniak) contacted the OSC and informed him that the overflight with the State Police was postponed and rescheduled for 4/10/07.
OSC Downie spoke with ERT radiation subcontractor Dade Moeller & Associates (Draper) regarding the status of the radiation survey scheduled for next week. Draper indicated that mobilization of the Mule and associated equipment was scheduled for Tuesday, 4/17/07. PADEP and START will support the survey as needed.
START conducted written and photographic documentation and monitored activities conducted on site.
On 4/10/07, START attended the morning safety meeting held by URS. URS received a shipment of empty drums and vented lids from Dayton, OH and off-loaded them to building 7. URS received a shipment of empty drums from Magpro via Autumn trucking and off-loaded them to building 9. URS repackaged 18 full, 20 three-quarter, 4 half, and 3 quarter-sized super sacks into 252 drums to be shipped out for Meridian. URS loaded one Autumn truck with 192 Meridian drums containing magnesium turnings mixture. The shipment departed for Magpro, Camden, TN.
PADEP (Hoffman, Weaver) mobilized to site and conducted a site walk-through with OSC Downie.

On 4/11/07, START attended the morning safety meeting provided by URS.
URS repackaged Meridian super sacks containing magnesium turnings mixture into 260 drums for shipment. START conducted air monitoring for particulates in the repackaging area. TWA 0.135 mg/m3, maximum STEL 1.414 mg/m3. Levels were well below the OSHA PEL of 15 mg/m3 for total particulates.
PADEP (Holler) mobilized to the site to observe activities and demobilized by end of day.
EPA SAO (Messimer) mobilized to the site to conduct financial oversight and demobilized by C.O.B.
At 1005 hours, two representatives from SPX Contech (generator) and one representative from Nixon Peabody, contractor to SPX Contech, arrived on site and met with the OSC, PADEP, and START. Following a meeting to discuss operations and site safety, a walk-through of the site was conducted. The location and condition of SPX Contech drums was observed and a number of their drums were marked by the generator with spray paint. The generator had supplied Remacor an estimated 52,500 pounds (approximately 250 drums) of magnesium chips and turnings, some of which may contain minor amounts of aluminum from shop blasting work. SPX Contech representatives indicated they will engage a subcontractor for repackaging and transportation of their materials and will likely have a representative on site to identify their material when the drums are opened. SPX Contech and Nixon Peabody personnel demobilized at 1210 hours.
At 1441 hours, a power outage occurred at the site and surrounding area. Electrical power was restored at 1550 hours.
The OSC, PADEP and START inspected the laboratory in building 7. The OSC scheduled ERRS to mobilize to the site during the week of 4/23/07 to conduct lab packing operations.
START conducted written and photographic documentation and monitored activities conducted on site.
On 4/12/07, URS offloaded a delivery of 324 empty drums delivered from Dayton, OH. URS continued to repackage Meridian’s magnesium turnings from super sacks into drums in building 7. One full and 12 three-quarter sized super sacks were moved from building No. 2 to building No. 7 to be repackaged. URS loaded out one truckload with 208 Meridian drums containing magnesium turnings mixture (truckload No. 20, 41,600 lbs). The drums were transported off site to Magpro, Camden, TN by Autumn Industries trucking company. URS cleaned up the work area.
START conducted air monitoring for particulates in the breathing zone of the repackaging table in building 7. TWA was 0.054 mg/m3, max STEL was 1.447 mg/m3. The STEL coincided with the opening of one super sack containing what appeared to be magnesium turnings mixed with floor sweepings. Levels were well below the OSHA PEL of 15 mg/m3 for total particulates.
The overflight that was scheduled by PADEP for this date was postponed due to low cloud cover.

On 4/13/07, START attended the morning safety meeting held by URS. URS transported 68 full, 13 three-quarters, 42 half, and 7 quarter-sized super sacks from the DeOxSulf building 2 to building 7 for staging. URS loaded out two truckloads with 208 and 192 Meridian drums, respectively, containing magnesium turnings mixture (truckload Nos. 21 and 22, 44,200/ 38,400 lbs). The drums were transported off site to Magpro, Camden, TN by Autumn Industries trucking company.
START conducted air monitoring for particulates in building 7 during the movement of super sacks into the building and in the causeway between building 7 and building 9 during truck loading operations. TWA 0.00 mg/m3, STEL 0.018 mg/m3 (lower than OSHA PEL).
A meeting was held on site between the OSC, PADEP, Township and Pennahol representatives to discuss potential future development of the site for an ethanol production plant. The OSC and PADEP discussed current site activities and the upcoming radiation survey to be conducted at the site that will assist in determining the extent of contamination.
Remacor (Jackman) arrived on site and picked up files and departed.
START conducted written and photographic documentation and monitored activities conducted on site.
All personnel demobilized from the site for the weekend. Security remained at the site.
EPA anticipates that ERT and their subcontractor will conduct a detailed radiation survey of the site during the week of 4/16/07.
ERRS (Guardian) anticipates mobilization to the site on 4/23/07 to begin lab packing operations.
Meridian (generator) will continue to have their subcontractor URS repackage and remove their material from the site.
Intermet (generator) anticipates being on site with a subcontractor during the week of 4/23/07 to begin preparing their drums for shipment.
SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.
PADEP will reschedule the overflight in the near future.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
