The Site is a former wood preserving facility that ceased operations in early 1991 following a Georgia Environmental Protection Division (GaEPD) Resource Conservation and Recovery Act (RCRA) inspection. The facility closed due to inability to comply with RCRA regulations.
EPA conducted its first removal action at this site in 1991 which included stabilization of waste ponds, decommissioning, dismantling, disposing of process equipment and waste streams. It continued with subsequent removal actions through 1995 including adjacent residential property excavations/restorations.
The Site was finalized for National Priority Listing (NPL) on July 28th,1998. Subsequent Remedial Investigations (RI) have identified a significant pentachlorophenol (PCP) groundwater plume that has penetrated the intermediate/upper Floridian aquifer. In addition, high concentrations of carcinogenic polyaromatic hydrocarbons (CPAHs) at or near the site surface that may migrate have been identified as well as dioxin data above residential standards.
On August 10th, 2006, the Superfund Remedial Program referred the Site to the Removal Program for a Removal Site Evaluation. The evaluation was completed on August 21st, 2006. Based on the data presented from the RI and visual site inspection including the propensity of the site to flooding, the Removal Program recommended a high priority removal to provide prompt risk reduction through expedited action.
Construction removal activities began in November 2006.
The Removal Program is coordinating with the Remedial Program's Land Use Initiative. In coordination with a HDQs designated redevelopment contractor, both Programs are working closely with the City of Camilla for community chosen post constructive activity land uses.
The contractor demobed on Aug 27th 2007.
All removal actions aside from a followup visit to review the vegetative success were completed by the above day. A followup visit was conducted by the OSC on January 22nd and 23rd.
Restoration activites are complete and the City of Camilla has accepted involuntary aquistion of the property. The new Mitchell County Recreation Center has been located on the western section of the site in accordance with the Land Use Initiative. Mitchell County recreation operations were moved into the exisitng office building and an active soccer league program serving 3 contiguous counties has been instituted.
The following is an inventory of restoration materials : 35,784 tons of backfill, 3,069 tons of crusher run, 364 tons of rip rap and 21,320 tons of topsoil.
The list below summarizes CERCLA wastes removed and/or recycled and disposed of from the site:
- 279.70 tons of scrap steel
- 58.42 tons of tin
- 8662.61 tons of Subtitle D soil
- 1354.79 tons of Subtitle D railroad ties/poles
The RCRA listed F032 waste pile is approximately 10,518 cubic yards and located on the eastern side of the site. The vertical profile of this stockpile has been reduced to approx 6 feet. Once the listed waste stockpile was reduced, the stockpile was rolled with the Ingersol Rand roller in preparation for covering with a 12 mil woven polyliner. A 12 inch soil lift was placed over the polyliner to provide a base for vegetative cover. This stockpile will be left on site and incorporated into the future probable remedial slurry wall and cap action.
Backfilling, grading and restoration of the drainage ditch is complete. Riprap has been placed at both confluence of the ditches.
Backfilling and grading of the 7 acre native meadow restoration is complete. As per consultation with ERT, the area was planted with wire grass and long leaf pines.
Backfilling and grading of the recreational areas are complete. Operations such as surveying, trenching for the utility lines and installation of those lines have been coordinated with the City of Camilla and are complete. Mitchell County work forces installed the 3" water service line for the irrigation system and a private company donated irrigation system was installed by the same work force. Once completed, and tested, sod was placed throughout the two soccer fields, also by Mitchell County work force.
Chainlink fencing was installed to seperate the east and west parts of the site.
Continued data and report sharing is expected during the tranisition phase from the completion of the removal to the continuation of the remedial action. The OSC will coordinate with the RPM to expedite this exchange.
The site was recently awarded the National Land Initiative project of the year. Award ceremonies are expected to take place in May of 2008.
