Site Description
The Site is a former wood preserving facility that ceased operations in early 1991 following a Georgia Environmental Protection Division (EPD) Resource Conservation and Recovery Act (RCRA) inspection.  The facility closed due to inability to comply with RCRA regulations.

EPA conducted its first removal action at this site in 1991 which included stabilization of waste ponds, decommissioning, dismantling, disposing of process equipment and waste streams.  It continued with subsequent removal actions through 1995 including adjacent residential property excavations and restorations.
  
The Site was finalized for National Priority Listing on July 28th,1998.  Subsequent Remedial Investigations (RI) have identified a significant pentachorophenol (PCP) groundwater plume that has penetrated the intermediate /upper Floridian aquifer.  In addition, high concentrations of carcinogenic polyaromatic hydrocarbons (CPAHs) at or near the site surface that may migrate have been identified as well as dioxin data above residential standards.

On August 10th, 2006, the Superfund Remedial Program referred the Site to the Removal Program for a Removal Site Evaluation. The evaluation was completed on August 21st, 2006.  Based on the data presented from the RI and visual site inspection including the propensity of the site to flooding, the Removal Program recommended a high priority removal to provide prompt risk reduction through expedited action.

Construction removal activities began in November 2006.
The Removal Program is coordinating with the Remedial Program's Land Use Initiative.  In coordination with a HDQs designated redevelopment contractor, both Programs are working closely with the City of Camilla for community chosen post constructive activity land uses.


Current Activities
ERRS: Contractor CMC, Inc. began work 11/27/06 after the holiday break. Site work began with the removal of vegetation and trees. Debris consisting of metal, concrete, and tires will be segregated and stockpiled for recycling or disposal off site. Old ties and poles are being stockpiled for later disposal off site.  The construction of the soil stockpile containment is complete and the excavated soil from the drip track has started to be placed, 2000 cyds as of 12/07/06 bringing that zone to 20% completion. The decon pad is set up and ready for use.  Demolition of the old saw mill building has started.  The debris will be segregated for disposal off site.  Crushed gravel for haul road delivered.

START: Tetra Tech In. has conducted contamination assessments for removal actions.
*15 sediment samples from site drainage ditches.
*2 composite samples along western site boundary for extent of contamination assessment.
*3 composite samples from site for extent of contamination in a 7 acre area next to the office building.
*4 backyard and frontyard composite samples taken for extent of contamination of 4 residences.

REMEDIAL COORDINATION: Remedial program commenced phase IV of the SRI.
* installation of 6 intermediate aquifer wells.
* primary data quality objective (DQO) is to bound the existing PCP plume that exists in the upper Floridian aquifer.
Primary DQO effort was coordinated by EPA-RPN, Scott Miller; EPA-National Remedies Expert, Ed Bates; and the OSC.
