Pollution Report (POLREP) #1
Site Description
The Plant Site is located in Florida Location, Houghton County, Michigan.  Florida Location is part of Calumet Township, Michigan.  The geographic coordinates are 47.22881˚ north latitude and 88.44119˚ west longitude.  The Plant Site is a former Manufactured Gas Plant (MGP) property located in the northeast quadrant of the intersection of Franklin Street and Lake Linden Avenue (M-26). The drainage ditch, which historically received uncontrolled discharges of coal tar waste, is located on the south side of the Site along Franklin Street.  The Site topography is relatively flat with the exception of the slopes immediately adjacent to the drainage ditches.

Current Activities
On August 2, 2007, U.S. EPA, START and ERRS mobilize to the site to conduct a walkthrough prior to work activities.

On August 9, 2007, SEMCO Gas Company was on-site to discuss plans to cut all active pipelines in on-site right-of-ways.  After the meeting, SEMCO began excavation and removal of gas lines for immediate re-routing around the Site.

On August 10, 2007, all known underground utilities were excavated prior to sheet pile installation.

From August 14-16, 2007, approximately 90 feet of the ditch along Franklin Street was excavated and replaced with clean fill material, geo-synthetic liner, and rip-rap.

On August 20, 2007, the process of installing the impermeable barrier around the site was initiated.  This impermeable barrier consists of sixteen (16) foot sheets of vinyl sheet pile that will be driven into the ground based on historic and Site Assessment soil and plume data.  The sheet pile wall began 2 feet 3 inches off the outside of the fence at a 22 feet inversion eastward from the NW corner of the property fence, along the plant drive.  The barrier wall will continue along the perimeter of the property to 100 feet east of the building on Franklin Street and invert approximately 20 feet north.

Planned Removal Actions
Excavate approximately 340 feet of ditch along Franklin Street adjacent to the property on the south.  Restore ditch to ensure proper flow.

Install sheetpiling around the perimeter of the site.  Sheetpile installation will begin on the NW corner of the property and follow the fencline south along M-26 to Franklin Street and east along Franklin Street to the NE corner of the property.  Ends of sheetpile barrier will be inverted to capture the migration of impacted material.  In addition, several wells will be installed to monitor potential movement of contamiantion.

Next Steps
Continue installation of sheetpiling.

Excavate impacted material from ditch adjacent to the property along Franklin Street.

Restore ditch adjacent to property along Franklin Street to original condition.

Key Issues
None.
