Emergency - Removal Assessment Pollution Report (POLREP) #4
Start Date: 3/27/2007 Completion Date: 6/27/2007
Site Description
For site description and previous actions, please refer to previous POLREPs.

Current Activities
During April, May, and June 2007, EPA and the Tennessee Department of Environment & Conservation (TDEC) continued to monitor the cleanup activities at the Site.

Intitial actions completed by Helena's contractor, USES, resulted in the generation of 32-20 cubic yard rolloffs of pesticide contaminated soil and 12,000 gallons of contaminated wastewater.  Also, an arsenic contaminted waste pile, primarily consisting of seed, was stockpiled and covered on the building slab.

Samples from these wastestreams were collected by Helenas contractor, and the waste remained on-site pending lab results.

The Site was bermed to prevent runoff, and USES has continued to collect potentially contaminated runoff from the berm areas while disposal plans are finalized.

Complications regarding waste characterization delayed the shipment of the rolloff waste; however, the waste was containerized or covered to prevent migration until shipment.

Eventually, disposal arrangements were finalized and the following wastes were transported offsite for disposal:

32 Rolloffs of non-haz, pesticide contaminated soil (18-20 tons/rolloff)
24 trucks (360 tons est.) of non-haz, pesticide contaminated soil
100,000 gallons rainwater to local POTW
10,000 gallons of hazardous wastewater
250 tons of hazardous seed/debris

Removal of the rolloff waste and stockpile allowed Helena's contractor room to complete the remaining actions EPA & TDEC deemed to be priority.  These actions included the decontamination of the building concrete slab and excavation of the remaining visually inpacted soils along the northern portion of the building.

Helena's contractor has collected confirmation samples in the excavation areas.  The data has been provided to TDEC for remediation consideration.

Planned Removal Actions
As of the date of this polrep, Helena has the following planned actions remaining at the Site:

Shipment of the remaining 2000 gallons of hazardous wastewater; complete excavation & disposal of soils contaminated with atrazene.

Remaining excavation is scheduled for 7/9/07

Next Steps
The TDEC continues to take the lead on remaining Site cleanup activities.  Helena's contractor continues to maintain the berm and collect wastewater as necessary.  Helena will make a final decision regarding site restoration after excavation is completed; however, it is anticipated they will backfill excavation areas and establish cover.
