On February 22, 2008 13 filtration devices were installed to provide the residents on Lane Street with safe municipal drinking water, as a result of their wells being contaminated with high levels of trichloroethylene (TCE). IDEM (Indiana Department of Environmental Management)conducted an investigation looking for a Potential Responsible Party (PRP). This effort did identify an area of severe soil contamination, but after an enforcement effort by the U.S. EPA it was concluded that not sufficient evidence was available to notice any PRP at this time.
It was also decided by the U.S. EPA and IDEM to "score" the site for inclusion onto the NPL (National Priorities List). As this effort could take years to complete an RIFS (Remedial Investigation Feasibility Study), it was decided not to hold the residents on Lane Street "hostage" during this time period. Since the scoring process would not be affected by the installation of the permandent remedy (municipal water, the decision was made to initiate a construction effort to bring municipal water to the residents on Lane Street.
The residents were informed of this action in a neighborhood meeting held on October 16th, at which time access agreements and the City of Elkhart, Indiana "Compact Agreement" were signed by the 26 residents. These residents wells were either presently contaminated or their wells held the high degree of probability of becoming contaminated in the future.
Construction activities commenced the week of November 3rd and all 26 homes were connected to city water on November 26th. Landscaping work, road cleaning and well abandonment work was finished by the end of the first week in December.
