Site Description
ChemServe was a manufacturer of dyes, soaps, drain cleaner, and conditioner. It was also believed to have stored off specification chemicals and wastes. Between 2005 and 2007, Michigan DEQ issued six Notices of Violation. In October and November 2007, EPA, Michigan DEQ, and City of Detroit Fire Department conducted two site visits which documented 1000s of drums and small containers unlabeled, mislabeled, and in various stages of leaking and rupturing.

On March 11, 2008, Michigan Department of Community Health issued an imminent and substantial hazard finding. On March 26, 2008, Michigan DEQ, with assistance from the Michigan Attorney General’s office, issued an imminent hazard order (closing the facility).

Between March 27 and April 1, 2008, EPA issued a Unilateral Administrative Order for cleanup, Michigan Department of Labor and Economic Growth issued citations for occupational safety and health violations, and the City of Detroit revoked ChemServe’s operations permit.

Current Activities
The removal is complete.

Between April 3, 2008 and October 18, 2008, U.S. EPA completed the removal and disposal of 3,825 drums and 5,000 small containers. Once properly hazcat'ed, sorted, and bulked, the disposal included 21,079 gallons of lean fuels, 6,350 gallons of base liquids, 3,800 gallons of acidic liquids, 9,650 gallons of flammable liquids, 165 gallons of liquid alkylbenzene sulfonate, 9 tons of caustic soda, 9,600 pounds of sodium hydrogendiflouride, 1,500 pounds of ammonium hydrogendiflouride, 2,000 pounds of sodium nitrite and 4,000 pounds of sodium flouride (See Disposition of Waste Summary for complete details).

As requested by citizens during the public meeting, U.S. EPA sampled the adjacent Delray Memorial Field on September 25, 2008. A health assessment completed on November 4, 2008, recommended no further action. The results and health assessment have been forwarded to the Detroit Health Department.

On October 9, 2008, U.S. EPA held a final meeting with Michigan DEQ, Wayne County, and Detroit Fire Department. Also held was a media briefing announcing completion of the project.

On October 28, 2008, a Reuse Situation Assessment developed under the Superfund Redevelopment Initiative was issued to stakeholders. As part of the redevelopment effort, a Phase II Environmental
Site Assessment of Chemserve Corporation report was developed and posted at epaosc.net/chemserve.
