The City of Chesapeake Fire Marshal requested EPA perform a removal Site assessment at the Currie Avenue Site in the Gilmerton section of Chesapeake, VA. The Site was used as a former salvage yard. The owner of the salvage yard is now deceased.
The Site was brought to the City's attention because of repeated acts of vandalism and trespass at the Site. The Site is currently owned by the children of the previous owner.
Following the completion of a Special Bulletin A to conduct a time critical removal action at the Currie Ave Site, EPA mobilized ERRS and START to initiate response activities on December 12, 2009. The objective of the removal action was to collect, stage and dispose of high pressure gas cylinders, lead acid batteries, and isolated hot spots of metals contaminated surface soils. Excavation and removal of the surface soil hotspots is intended to reduce the potential for the soils acting as a continuing source of groundwater contamination. Additionally, a permanent groundwater monitoring well will be installed to monitor for potential off-site migration.. . Currently a total of 88 cylinders have been collected and staged. Roughly two thirds of the cylinders have been opened and emptied. Contents of the cylinders have been determined to be minimal amounts of oxygen, propane, and acetylene. Cylinders are being safely emptied through a process involving strapping them to a heavy stationary object, opening the valves to release all pressurized gases, removal of valves and placement of empty cylinders into a roll off container for disposal. EPA has arranged for no cost disposal/recycling of the empty cylinders (including roll off containers) through the Southeastern Public Services Authority (SPSA), located in the Suffolk, VA. Some older acetylene cylinders containing a non-friable asbestos insulation layer, are being separated and staged for off site disposal. START has marked two 100' grid areas for excavation to a depth of one foot..

Excavated soil will be staged and characterized for proper disposal. Clyinders identified as containing asbestos will be staged for disposal at an appropriate facility. A permanant monitoring well will be install to monitor for off-site migration of site contaminants.
