Site Description
The Southern Illinois Railcar (SIR) Site is located at 7570 Ottawa Road, Cairo, Allen County, Ohio 45807.  The facility is a former fertilizer plant adjacent to the Warrington Ditch a tributary of Rattlesnake Creek and Little Auglaize River. The Site is currently owned and operated by Southern Illinois Railcar as a railcar repair facility.

Current Activities
On July 15, 2009, a final site walkthrough was conducted by personnel from the U.S. EPA, WESTON-START, Ohio EPA, SIRC, AES, and CRA. A walkthrough was conducted to evaluate the current site conditions, execution and completion of the work plan, and long term monitoring of the site.  Each work area as specified in the Work Plan was observed for completion including a walkthrough of the South Ditch, the North Ditch, the East Ditch, the North Warehouse, the former South Warehouse, the Continuous Ammonization Building, the Ag Lime Storage Bin, the location of the discovered UST, the landfarm area, and the Warrington Ditch.  All field work required by the Administrative Order has been completed.

AES will landfarm approximately 10,000 cubic yards of impacted soil. Several applications of impacted soil will be placed over a 2 acre bermed area and turned regularly.

AES will collect quarterly water samples for ammonia-N and pH from the North Ditch, South Ditch, East Ditch and the Warrington Ditch for the first year, then collect semi-annual samples for the second year of monitoring.  Oversight of the continued monitoring will be conducted by Ohio EPA.


Planned Removal Actions
The removal action is complete. Long-term water monitoring will be conducted under Ohio EPA oversight.

Next Steps
As required by the Administrative Order on Consent, a final report is due within 60 days.
