At approximately 1130 on 20 February 2009 Region 4 telephone duty officer received NRC Report # 898028 stating that a caller is reporting an unknown black oil coming up from the ground in her yard. The caller stated that the oil has been appearing periodically for the past year.
Duty officer Karen Buerki called the elderly widow to follow up on the report. Upon learning that she was very concerned that her house was going to catch fire, Duty Officer Buerki dispatched OSC Hughes to the scene.
Upon arriving at the site, OSC Hughes performed a reconnaissance of the property. There was no pooled petroleum product evident. OSC Hughes observed staining on the sidewalk and distressed vegetation in the front of the yard. Probing the dirt and monitoring with the TVA-1000 did not indicate any evidence of petroleum products.
At the request of the property owner, OSC Hughes used the 4-gas meter in the house in order to mollify any concerns regarding the presence of combustible gases.
OSC Hughes provided the property owner with the phone number for Georgia Environmental Protection Division EMergency Response in the event that the petroleum products reappears.
