Site is located at Hughes River Public Hunting in Ritchie County, WV. Well is in the flood plain of the stream leading to the Little Kanawha River.
a. On March 2, 2004, WVDEP received access to the site from the surface owner. WVDEP conducted an inspection of the site with the contractor and prepared for plugging activities. b. On March 3, 2004, the contractor mobilized equipment to the site and began construction of the well location. WVDEP’s surveyor conducted a survey of the well and location. c. On March 5, 2004, the contractor worked on the access road to the site and leveled the area surrounding the well for rig placement. d. The contractor rigged up on the well on March 24, 2004. Drill-out was required in the wellbore to remove river gravel. The T.D. was found at 127 feet, but the wellbore was unstable and was cleaned out to a depth of 150 feet on March 25, 2004. e. On March 26, 2004, an electric wireline truck was utilized to cut the 6 5/8 inch casing and 63 feet was recovered. The wellbore was circulated and cemented to the surface. f. On March 29, 2004, the monument was set on the well and the location was reclaimed. g. On March 30, 2004, the access road was reclaimed and all equipment was demobilized from the site. h. On March 31, 2004, under the direction of OSC Kelly, START began an investigation at the Ritchie County Courthouse in order to determine if there was a possibility of the existence of a PRP for the abandonment of this well. i. On April 1, 2004, START was escorted by WVDEP Belcher to the well site to inspect the condition of the location and to ensure that the well was plugged properly. START did not observe any oil contamination at the well location. j. On April 8, 2004, START continued to investigate the existence of a PRP for the abandonment of this well. START obtained copies of deeds and leases that were associated with the mineral rights for the property. START corresponded with OSC Kelly and informed him of the possibility of a PRP for the abandonment of this well.
No further removal actions are anticipated at the site.
a. START will complete the PRP search for the abandonment of this well and report the results to OSC Kelly. b. OSC Kelly will continue correspondence with the USCG concerning the status of the PRP search for this well. c. Upon receipt of the final cost documentation from WVDEP, START will complete the After Action Report for the site and submit it to OSC Kelly for review. d. Upon approval of the After Action Report, OSC Kelly will submit the report to the USCG for WVDEP reimbursement of funding utilized for the response. e. Following reimbursement of funding to the WVDEP, no further EPA involvement is expected.
The threat of release of oil into the navigable waterways of West Virginia has been mitigated.
