Site Description
Refer to ER-Action Memo dated 07/14/03.

Current Activities
EPA OSC and removal contractor (EEM) performed followup site stabilization activities on 07/14/03.  Hazardous substances were identified and packaged for transport.  Fourteen separate wastestreams were established via hazcatting.  Profiles for each wastestream were generated and submitted to Chemtron Inc, Avon, Oh.  Chemtron provided a T&D cost proposal based on their evaluation of the profiles.  

The OSC than began work with Region IV EAD regarding enforcement.  Numerous attempts to reach the property owner for signature on access letter and notice letter were rejected.  Hurricane Isabel passed thru the general area of the site in September causing minimal damage.  On October 1, 2003, EAD was finally able to obtain the requisite signatures.


Planned Removal Actions
Issuance of ER PO to Chemtron for final T&D of all CERCLA haz substances. Anticipate final removal activities to occur on October 23, 2003.  

Next Steps
Final T&D of materials and final polrep.

Key Issues
Enforcement activities took way too long.  Property owner had previously provided verbal access and was completely aware of our actions and was provided the opportunity to perform any and all activities under OSC oversite.  OSC would like to complete this removal before the next hurricane.
