The Rogene French Alcohol Plant site (Site) is located at 7155 NE 100 Road, southeast of Osceola, St. Clair County, Missouri, in a rural/light residential area. The property is an approximate 40-acre tract, but the known area of concern is about three acres. The site is an abandoned alcohol and solvent recovery distillation facility. Three recently abandoned mobile homes are located on the west side of the site.
In January 2004, approximately 500 RCRA emptied drums were crushed, 11 aboveground storage were cleaned, cut into pieces, and disposed. The pole barn building that had previously contained the majority of the drums was demolished. In addition, a representative sample was collected for proper characterization from the stockpile of the waste material released from the drums, soil from the base of the barn, and waste from the tanks that were cleaned.
In March 2004, the stockpile of waste material was loaded out and sent to the Show Me landfill in Warrensburg, MO. The stockpile of scrap metal from the above-ground storage tanks was sent to American Compressed Steel in Sedaila, MO., for recycling.
In May 2004 the integrated site assessment field work began. Surface soil, subsurface soil, sediment and surface water samples were collected. A geophysical survey was conducted in the field to the north of the former pole barn to determine if any buried drums were present. The geophysical survey also identified 5 areas of anomalies.
In November, 2004 based on the results of the May 2004 integrated assessment field work, additional assessment activities were conducted. Surface soil, subsurface soil, sediment, surface water, and groundwater samples were collected at the site. Trenching was also conducted in the area to the north of the former pole barn in the locations identified as anomalies. One buried drum was uncovered, that was empty, along with a large quantity of metal debris - fence posts, barbed wire, bed frames, etc.
The integrated site assessment identified 3 locations on the site where surface soil levels were in exceedance of the action levels. These areas were identified to be the former pole barn, SB6 (former abandoned leaking drums location) and SB9 (former trenched area).
Removal activities are as follow:
July 12- Mobilization of equipment (Trackhoe and Trackloader) to the site.
July 13- Three Emergency and Rapid Response Services (ERRS) contractors and 1 Superfund Technical Assessment and Response Team (START) contractor were on the site with the on-scene coordinator (OSC). Excavation and stockpiling of soil material were conducted for the pole barn, SB6, and SB9 locations. Three composite soil samples were collected. Two from the bottom of the pole barn location and one from the bottom of SB6 location. In addition, begin loadout of contaminated soil stockpile to the Show Me landfill in Warrensburg, MO, and begin backfilling and compacting excavations.
July 14- Three ERRS contractors, one START contractor arrived on the site with the OSC to continue loading out contaminated soil material, collect a composite soil sample from SB9 location, and continue backfilling excavations with clean fill material.
July 15- Completed backfilling and compaction of clean fill material at excavated locations. In addition, seeded topsoil of excavations.
July 27- Abandoned a domestic well, located at a latitude of 38 degrees, 2 minutes, 2.3 seconds and longditude of 93 degrees, 39 minutes and 7.8 seconds. The dimensions of the well indicated a depth of 75 feet, length casing of 30 feet and a diameter of 6 inches. The casing was removed and plugged with 41 bags of bentonite. The abondonment of the well is registered under the refernce number 354527 at Missouri Department of Natural Resources Geological Survey anf Resource Assessment Division.
No further removal activities are planned under the existing Action Memorandum.
The removal actions specified in the June 30, 2005, Action Memorandum have been completed. No further actions are warranted for the site.
