The Layer Park Site (Site) is an approximate 7.5 acre public park located in Dayton, Ohio (Miami Township). There are residential properties that directly border the park on the north, west and southwest sides of the park. Wetlands/forested area border the park on the east and southeast portions of the park.
The park was part of a skeet shooting range in the 1930's, through the 1950's. The skeet shooting range originated to the south of the park and the fallout zone for the lead shot was centered on the eastern half of the park.
The Ohio Environmental Protection Agency (OEPA) has documented the presence of lead and arsenic contamination in the surface soils of a community park and a residential property through assessments performed in 2016. EPA confirmed the presence of lead in the community park during a separate sampling event performed on May 17, 2016. Total lead values exceeded the EPA criteria for unrestricted land use of 400 parts per million (ppm) [maximum value of lead discovered was 23,000 ppm]. Total arsenic values exceeded the EPA criteria for unrestricted land use of 68 parts per million (ppm) [maximum value of arsenic discovered was 200 ppm].
The OEPA investigation determined that the eastern half of the park, one residential property on the southwestern border of the park, and a small area in the southwestern corner of the park was contaminated. EPA confirmed the results of the OEPA investigation with an independent investigation that included sampling some off site property where the skeet shooting originated. No contamination was found on the off-site property (to the east and southeast of the park).
US EPA began a Removal Action in May, 2017 to remove the contaminated soil.
