The site was historically used by Delphi Automotive (General Motors) and TRW Automotive to manufacture and assemble automotive braking systems; operations included grinding, machining, cleaning, painting, aluminum forging, nickel and chromium plating, pickling, cyanide bath treatment, asbestos brake pad machining, and heat treating (CRA 2007). The property was sold to Applied Partners, LLC. by TRW Automotive before being foreclosed in 2019. The Saginaw County Land Bank has owned the property since 2021.
The site contains friable asbestos containing material (ACM) in demolition debris piles, liquid filled pits with oil, and soil contaminated with polychlorinated biphenyls, various metals, and mercury. During the June 8, 2026 site walk, EPA observed several large gaps in the perimeter fence. One of the gaps was approximately 20 feet long and across the street from an elementary school. There is a high risk that trespassers could become exposed to friable ACM.
In 2022, EPA performed a Phase II Environmental Site Assessment (ESA) as part of the Targeted Brownfields Assessment program. EPA identified debris containing friable ACM with concentrations of asbestos ranging from 5% to 40% chrysotile in piles outdoors. Soil samples collected from various locations onsite exceeded one or more Michigan Part 201 soil criteria for PCBs, mercury, and various metals. Liquid filled pits were also identified outdoors onsite. EPA, the Michigan Department of Environment, Great Lakes, and Energy (EGLE), and the Saginaw County Treasurer performed a site walk on June 8, 2026 and observed the ACM containing debris piles and liquid filled pits with visible amounts of oil are still present onsite.
On June 10, 2026, EPA mobilized to the site and repaired the perimeter fence to deter trespassers.
