The Site is located at 1313-1329 Clinton Street, Toledo, Lucas County, Ohio 43607. The Site consists of two interconnected buildings with a total of approximately 5,000 square feet under roof, on four lots with a total of approximately 1.82 acres in size, located in an area that is primarily residential with some industrial subdivisions. It is bounded immediately on the north by a small wooded area of approx. one-quarter acre in size, on the south by Dorr Street (Highway 246), on the east by single family residences, and on the west by Norfolk Southern Railroad tracks. Immediately north of the woods and west of the railroad tracks is an industrial area, and immediately south of Dorr Street is a residential area.
According to area census data, there are two schools (one with an outdoor playground), seven churches, and 851 individuals that live within one-quarter (1/4) mile of the Site (Comparative Demographic and Housing Report for Greater Neighborhood Census Track 24.02 Ohio 43607). The geographical coordinates for the Site are 41° 39' 12" north latitude and 83°35' 03" west longitude.
As of January 15, 2008 there were approximately twenty-seven 55-gallon drums, 30 small containers of unknown waste and potential soil contamination resulting from outside drum storage. The nearest homes on the east side of the lot are approximately 100 feet from the area in which the drums are currently stored. The Site is not fenced or otherwise enclosed or protected, and unsecured windows and doors provide unrestricted access to all areas of the Site inside and outside of the buildings.
On May 12, 2008, EPA mobilized its Superfund Technical Assistance and Response Team (START) and Emergency and Rapid Removal Service (ERRS) contractors to begin the Removal Action.
