At 1230am on 2 April 2010, an explosion occurred at the Tesoro refinery in Anacortes, Washington. The explosion killed four operators and injuried three others.
EPA dispatched an emergency response team lead by OSCs Smith and Fowlow to the incident at 1000am to integrate into the response and investigation effort already on-scene. The emergency response team will investigate the incident as implemented under the authorities of the Comprehensive Environmental Response, Compensation, and Liability Act, Emergency Planning and Community Right-to-Know Act, Clean Air Act, Oil Pollution Act, and the Clean Water Act. The team will also be determining if hazardous substances were released into the environment, petroleum products were properly stored, and whether the facility is operating in a manner that is protective of human health and the environment.
