The Fenner's Bayou (also known as Fenner's Ditch) suspected oil well site has been document and responded to initially by the michigan Department of Environmetal Quality. There is an active leak of what appears to be a non-sour crude into the ditch behind a house in Muskegon, MI, which is connected to (and is itself) a navigable waterway.
MDEQ determined the situation needed to be studied, and stated the following in their initial investigation report of what they tentatively identified as Dolly Dam #4: The Dolly Dam #4 oil and gas exploratory boring, completed in 1929, appears likely to be the
source of an ongoing release of crude oil into a canal commonly known as Fenner Ditch or Fenner Bayou, off Wedgewood Drive in North Muskegon, Michigan. In order to stop this longtime release an investigation must be completed to characterize its nature and locate the subsurface origin.
MDEQ asked EPA to assist with the investigation so that a study of options to plug or properly abandon the well could be undertaken.
