The Site includes approximately 5.46 acres in Laconia, Belknap County, NH bounded to the north by Pleasant Street; to the east by the building complex at 2 Pleasant Street, a garage and parking lot, and Beacon Street; to the south by the Winnipesaukee River; and to the west by the Laconia Savings Bank property. Included in the Site are: Henry’s Dry Cleaners (Henry's) property at 36 Pleasant Street; the Goodwill Industries (Goodwill) building at 22 Pleasant Street; and the Beacon Street West Condominiums (BSWC) across the street from Henry’s.

New Hampshire Department of Environmental Services (NH DES) requested that EPA investigate Henry’s as the likely source of chlorinated volatile organic solvents (VOCs) that had been detected in the groundwater beneath, and resulted in the precautionary installation of a vapor intrusion (VI) mitigation system at, the BSWC. EPA conduct a PA/SI from 3/20/12 - 12/12/12 and determined that removal action (RA) activities were not warranted at Henry’s or BSWC but might be necessary at the (Goodwill) adjacent to Henry’s. The EPA performed the vapor intrusion study that determined levels of PCE and TCE above the EPA and NH DES screening levels (SLs) in the SS soil and IA. Risk assessments for the Goodwill IA were done by EPA using the EPA SLs, and by ATSDR using the NH DES SLs. The EPA and ATSDR risk assessors calculated hazard indices from exposures to PCE in IA at levels (EPA-3.1, ATSDR-2.1) which indicated that significant human health risks existed and warranted a RA. The OSC recommended a RA at the Goodwill in a closure memo dated August 15, 2013.
