The Richland Moulded Brick (RMB) Company produced moulded bricks and pavers for commercial and residential use. Operations at Plant 1 were terminated in the 1970's and and operations at plant 2 ceased in 2006. Ohio EPA issued several notices of violations and Directors Final Findings and Orders to RMB Company for cleanup of abondoned hazardous waste remaining on the property. The RMB Company was in non-compliance with Ohio EPA Orders.
Ohio EPA requested assistance from US EPA in February 2012 and in April, 2012 U.S. EPA performed a Site Assessment documenting the presence of abandoned hazardous material at the site. The RMB property was sold in July 2012 to the Richland Shale Road Rail Depot (RSRRD) and Ohio EPA issued Orders to the new owners, in February, 2013, after RSRRD refused to voluntarily take actions. RSRRD did not comply with the Ohio EPA Orders.
Due to continued non-compliance from both parties, U.S. EPA issued an Administrative Order on Consent (AOC) to both parties and the RMB signed the Order agreeing to perform cleanup activities on September 24, 2013.
