February 09, 2010, OSC Garrison and EQB member. Eira Medina, visited the AOC facility located in Guaynabo. EPA met with AOC personnel who escorted us to the area where the IONSCAN units are stored temporarily. They estimated the number of IONSCAN units at the Guaynabo facility other facilities in Puerto Rico to range from 160 - 200 units. Each unit is subdivided into two separate transportation boxes. EPA took down the serial number of one of the units and took photos that show the radiological source is still present (at least in that particular unit). A follow-on meeting is necessary with AOC to see if these units are obsolete, and if so, what procedures are in place to safe-guard and properly dispose of the sources.
One of the concerns is that the one unit (wrapped in the trash bag) leaked a greenish type liquid while it was being transported in the back of a van. EPA will consult with EPA Radiological Specialist as well as Nuclear Regulatory Commission Personnel.
