2.1 Operations Section

2.1.1 Narrative
For complete information regarding the spill discovery, refer to POLREP #1. EPA cleanup actions continue at the Site on a 24-hour basis. However, night shift operations will cease as of 0700 on 3/17/10. EPA is in the process of transitioning the responsibility for cleanup actions back to the Responsible Party's contractor.
Once EPA, VDEQ, and Henrico Fire determine that the emergency phase of the cleanup is over, EPA will demobilize its contractors on Site.
EPA Region III OSC Jack Kelly is on scene this week to assist OSC Wagner.
2.1.2 Response Actions to Date
EPA initially responded on 3/5/10 to assist VDEQ with oversight. Because gasoline odors were detected several days later, EPA increased the Agency's presence at the Site. On 3/12/10, VDEQ requested EPA take over cleanup actions until the emergency was mitigated. For more specific information regarding activities between 3/5/10 and 3/12/10, refer to POLREP #1.
24-hour operations continue. These operation consist of maintaining a vacuum on the underground tank pit to ensure that product and vapors do not migrate offsite. Vac operations are intended to keep the water in the pit at stable groundwater levels (30-40 inches). A manifold system is attached to the vac truck which allows the operator to draw from a series of observation and recovery wells on the property. The gas station remains closed during these operations.
While vac operations are continuing, VDEQ's contractor, VISTA, continues to perform 24-hour air monitoring at downgradient points. Four blowers are installed downgradient. Two of these are directly across from the Site where Cabin Creek exits the culvert from the intersection of Gaskins Road and Patterson Avenue. Another blower is installed at the restaurant where gasoline vapors were previously reported. A fourth blower is installed behind a residential area on Walbrook Drive. Operations during this period are focusing on transitioning cleanup operations back to the RP's contractors. B&C Contracting and Baird Equipment Company mobilized a liquid ring dual-phase stationary vacuum unit. The discharge from this unit is pumped to a frac tank staged on the gas station property. VDEQ representatives provided B&C a point of contact for Henrico County Water Department to apply for a permit for potential discharge to the sanitary sewer system.
Also, Baird began application of an approved surfactant into the pit under controlled conditions. Baird discharged 650 gallons of BioSolve into the tank pit. While this operation was occurring, EPA's contractor, Guardian, had personnel staged at two areas of Cabin Creek to ensure that no foam entered the stream. No foam from the product was detected visually. Also, an upgradient monitoring point was checked and no product was detected in this location. These findings indicate that the added surfactant is following the preferred path of the gasoline. A Material Safety Data Sheet (MSDS) for this product was provided by the manufacturer and can be accessed on the website. OSC J. Kelly coordinated with the EPA NCP Product Schedule representative to discuss the use of this product for this purpose.
Concrete cutting operations continued on the gas station property. Shallow trenches are being excavated so that any vacuum lines can be slightly buried so that the gas station can reopen.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
EPA is working closely with Uppy's, the owner of the gas station, Baird Equipment Company, the company which installed the tanks, and the onsite representative for the insurance company. The OSC has determined that the responsible parties are cooperating with EPA and at this time, an enforcement instrument is not necessary to ensure compliance.

2.2 Planning Section

2.2.1 Planned Response Activities
24-hour vac operations will continue. GES is working with B&C and Atlantic to ensure vac operations are not stopped at any time. Two vac trucks are rotating, with a third truck on standby. Two frac holding tanks are also staged on Site.
24-hour stream monitoring operations continue including pumping of a recovery drum on Cabin Creek.
EPA and VDEQ are working with the RP to develop a transition plan to allow the RP to operate a liquid ring vacuum system to eliminate the continual presence of vac trucks on Site. This will allow the gas station to reopen
VDEQ will be the lead agency for any Site remediation and cleanup.

Polrep #1 listed "Gold Crew" as the product to be used as the surfactant in the tank pit. This product was replaced by "BioSolve" on 3/16/10 because the Gold Crew product was not immediately available.
