1.1.1 Incident Category  Emergency response to assess free product encountered while City of Toledo was repairing a storm sewer slumped area on the east side of Secor Road.  Concern was that unknown product would eventually enter into a navigiagable water of the United States.

1.1.2 Site Description  Project area was the intersection of Secor Road and West Sylvania Avenue.  This area has historically been the location of gasoline or repair shops at each corner.  Currently only a Shell station currently exists on the NE corner of the intersection. 

1.1.2.1 Location  The project area is located at the intersection of Secor Road and West Sylvania Avenue, Toledo, Lucas County, Ohio.  Product was initially indentified by the Toledo City Inspector coming from the SE corner of the intersection where currently a cell phone store called Millenium is located, at 3944 Secor Road.

1.1.2.2 Description of Threat  Release of unknown oil thought to be kerosene to navigiable waters of the United States.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results  Initial containment and recovery was done by the City of Toledo.  They boomed off a catch basin and a lateral line to the Main sewer line to the west to contain the release.  The lateral line from catch basin (CB) 78-352b was blocked off but there was still some flow of product to the catch basin to the west CB 78-352.  CB 78-352 was also boomed off and samples were collected by Ms. Haley S. Haggard of City of Toledo, Department of Public Utilities, Division of Environmental Services.

Booms are being monitored and release appeared to be contained for the current period. 

Road work along Secor is planned to continue on Monday, May 17, 2010 to remove an old, abandoned clay sewer line along Secor Road thought to be causing the road slumping.  USEPA will provide oversight to document and assist the City of Toledo if any additional contamination or releases are encountered.   


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative  Ohio EPA has asked for U.S. EPA assistance.  U.S. EPA is currently evaluating situation and involvement of other agencies such as BUSTR for potential corrective action assistance.  U.S. EPA will provide oversight assitance until this determination has been made or if additional sources or releases occur. 

2.1.2 Response Actions to Date  EPA and START met with several other City of Toledo representatives on 5-13-2010 to assess the situation and come up with a plan to address the release. Sewers, excaved roadways and monitoring wells along the on the intersection where inspected.

City placed booms in catch basins and blocked a lateral from an east CB flowing the southwest.
 
START has been requested by EPA to monitor the road work starting on Monday May 17, 2010.


2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)  No notice of violation has been issued as of 5-13-2010. A PRP is being evaluated by EPA.

  2.2 Planning Section
   

2.2.1 Anticipated Activities :  Daily monitoring during road work and conduct a site investigation to determine the source.
 
2.2.1.1 Planned Response Activities  USEPA to assist City of Toledo with the removal of the old terra cotta sewer line along Secor Road and pump pooled water on SE corner of Secor Road into sanitary, if permitted by analytical results

START will request a utility check along the right of way and on selected parcels to investigate with a Geoprobe where the source of contamination is, and to determine the depth and extent of the sand unit below the Site. 


2.2.1.2 Next Steps  Identify the parcels to investigate, get property access, contact UPS and a private locator to identify where the utility lines run on each property.  Subcontract a Geoprobe to assist with the subsurface investigation.
