1.1.1 Incident Category 

1.1.2 Site Description
Project area is the intersection of Secor Road and West Sylvania Avenue.  This area has historically been the location of gasoline or repair shops at each corner.  Currently a Shell station exists on the NE corner of the intersection, a retail and celluar phone store on the SE corner (former gasoline station), a vacant retail store on the SW corner (former automotive repair shop), and a strip mall with associated parking lot on the NW corner.

1.1.2.1 Location
The project area is located at the intersection of Secor Road and West Sylvania Avenue, Toledo, Lucas County, Ohio.  An petroleum product was initially indentified by the Toledo City Inspector coming from road excavation activities near the SE corner of the intersection.  Subsequent evaluations provided information that the petroleum is weathered gasoline and is migrating from the property at 3945 Secor Road.

1.1.2.2 Description of Threat
Release and/or discharge of unknown petroleum products thought to be weathered gasoline to City of Toledo storm sewer system leading to navigable waters of the United States.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Initial containment and recovery was done by the City of Toledo.  Absorbent boom was placed into a storm sewer catch basin and a lateral storm sewer line to contain the release.  The lateral line from catch basin (CB) 78-352b was blocked off but there was still some flow of product to the catch basin to the west CB 78-352.  CB 78-352 was also boomed off and samples were collected by the City of Toledo, Department of Public Utilities, Division of Environmental Services. 

On May 13, 2010, EPA and START met with several City of Toledo representatives to assess the situation and come up with a plan to address and characterize the release within the excavated roadway along Secor Road.

On May 17, 2010, EPA requested START to monitor for the presence of petroleum contamination in the road work excavation.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative 
Ohio EPA has asked for U.S. EPA assistance.  U.S. EPA continues to evaluate the situation and involvement of other agencies such as the Ohio Bureau of Underground Storage Tank Release (BUSTR) for potential corrective action assistance.

2.1.2 Response Actions to Date  
From July 8, 2010 - June 1, 2011, USEPA and contractors monitored the absorbent boom that was placed into the new storm sewer system along Secor Road.  No petroleum or petroleum sheen was found and the booms were removed from the sewer system.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs) 
On June 1, 2010, a Notice of Federal Interest was issued to the property owner at 3945 Secor Road.  The owner of this property is Mr. Victor Sadaya.

All information regarding the release and contaminated properties will be forwarded to BUSTR.
