1.1.1 Incident Category
1.1.2 Site Description
The Site is a 1.25-acre lot enclosed by a 6-foot chain-link fence. An estimated 600 ton contaminated soil pile in the northwest quadrant of the Site was identified by CT DEP as an imminent hazard. According to the EPA Region 1 Environmental Justice Mapping Tool, the Site is in an environmental justice area.
1.1.2.1 Location
The Chrome Engineering Site is located at 405 Central Avenue, Bridgeport, Fairfield County, CT in a residential/commercial/industrial area. The geographic coordinates of the property, as measured from its approximate center, are 41° 10′ 21″ north latitude and 73° 09′ 59″ west longitude. The 1.25-acre Site is bordered to the north by Eagle Street; to the east by Central Avenue and Johnson’s Creek/Cove; to the south by Trowel Street; and to the west by industrial property.
1.1.2.2 Description of Threat
The primary contaminate of concern is cadmium. Extremely high levels of cadmium are located in the 600 ton soil pile that needs to be removed and sent for disposal. High concentrations of lead and chromium were also identified in samples taken from the soil pile. These metals will be abated by rendering them non-hazardous through chemical neutralization and then transporting and disposing of the soil pile.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Connecticut’s Department of Environmental Protection (CT DEP) requested that EPA’s Emergency Planning and Response Branch (EPRB) consider the Site for a removal action due primarily to concerns that it could be a significant environmental and public health concern because of high cadmium-contaminated soils. The City of Bridgeport, through an EPA Brownfields grant, had conducted sampling activities as part of their Brownfields assessment and identified high levels of cadmium in a soil pile. In 2007 and 2008, a Phase II Environmental Site Assessment Report and an Interim Remedial Action Plan were submitted to CT DEP, respectively.
On 22 June 2009, EPA and its Superfund Technical Assessment and Response Team (START) mobilized to the Site to collect soil samples from the pile. START personnel collected a total of six composite surface soil samples (SP-01 through SP-06, including field duplicate SP-06) from the pile. All samples were sent to EPA Office of Environmental Measurement and Evaluation (OEME) for Toxicity Characteristic Leaching Procedure (TCLP) metals analyses. On 3 August 2009, analytical data results were received from OEME. Four metals were detected in soil samples; barium, cadmium, chromium, and lead (See table below). Cadmium, chromium, and lead were detected in one or more of the soil samples at concentrations exceeding CT DEP Pollutant Mobility Criteria (PMC) indicated in bold. Five samples failed the TCLP limit for cadmium of 1000 μg/L. Based on these findings, EPA recommended a removal action in a closure memo dated October 8, 2009.

2.1.1 Narrative
Since the previous POLREP, the following actions were completed.
2.1.2 Response Actions to Date
OSC Barry provided Site coverage during the week of 4/19/2010:
On Monday 4/19, the soil pile was re-mixed and sample taken for Cadmium by TCLP. Composite samples for the vendor and York Labs for T&D were from the same locations as splits.
On Tuesday 4/20, the new fence contractor came for a Site recon. In addition, the lab results came back. The TCLP results for cadmium came back at 0.0039 mg/l; standard is 1.0. Thus the soil pile is deemed "non-hazardous for T&D."
Tuesday afternoon, OSC Barry presented a Site update at the East End Revitalization Zone meeting & answered questions. There were 23 total attendance. Everyone was very pleased and satisfied with the presentation.
On Wednesday 4/21, OSC Barry presented a Site update at the East End Community Council meeting & answered questions. There were about 153 total attendance. The presentation went extemely well.
On Thursday 4/22, T&D of non-haz soil pile began. Twelve trucks of soil were loaded out to Chemung County Landfill, 1488 Rt 60, Lowman, NY 14861, 607.737.2980. The transporter was Mongiodi Brothers Trucking Service from NY. The landfill is about 250 miles away near Elmira, NY. Trucks could only do one trip a day. A non-hazardous waste manifest was used for shipping. Loads were a nominal 22 tons each. In addition, 3 loads of loam were delivered for cover/backfill.
Unfortunately, the 4th T & D truck hit a car across the street. The police were called and an accident report was written. A copy of our accident report is in the site file. This was reported right away to the section chief and branch safety officer. The car owner later provided a written estimate for the repair of his vehicle which was forwarded to the Trucking Company.
Also, Site personnel did some grubbing along the fence line by the residences. The grubbing was done in preparation of the fence contractor installling the new 6' fence.
On Friday 4/23, twelve trucks (for a total of 24) of soil loaded out and transported per above 4/22 bullet. The soil pile was completely removed. In addition, 3 more trucks of topsoil were delivered. The topsoil was spread across to the pile area to cover and even out the grade.
During the week of 4/26/2010, the excavator, bobcat, porta-jons, and wash station were demobed. The final piece of equipment (the excavator) left the Site on 4/29/2010.
During the week of 5/3/2010, the fence contractor came on Monday and began repairing the perimeter fence around the Site. Fence repairs were completed on Wednesday (5/5/2010).
Site completed.

The site has no viable PRP. The city of Bridgeport has taken over the property due to deliquent backtaxes.

2.5.1 Safety Officer
The site has slip trip and fall hazard due to rocks, weeds, and holes. Dust suppression techniques must be observed while the soil pile is being handled. Air monitors are being used on the perimeter and personal air monitors are being worn by ERRS personnel. Air data results showed that dust suppression techniques were effective. The residents were not exposed to any harmful levels of air contaminants.
