1.1.1 Incident Category

gasoline/#2 fuel oil pipeline release and fire.

1.1.2 Site Description

The site is located in the Kinder Morgan Facility in Carteret, NJ. The GANJ (a limited partnership of Buckeye and Colonial Pipelines) pipeline utilizes a "right of way" owned by Kinder Morgan as it transits the facility. The particular manifold in question is located in the tankfarm on the property.

The fire is believed to have started as the result of "hotwork" being done on the pipeline during a move. The material was a combination of gasoline and #2 fuel oil in the line. The pipeline is now shut down awaiting repairs as the result of the fire. It appears that no materials made it into the surface waters staying in the 2nd containment under the pipeline. There was an over flow of fire fighting foam mixed with "Purple K" (potassium bicarbonate) but, appears to have not strayed into the nearby Arthur Kill or the outfalls to the nearby feeder stream. These adjacent areas which pooled the firefighting material was removed via vac-truck as was any residual oil in the secondary contaiment swale under the pipeline. It did not appear that there was any of the gasoline or #2oil outside the contaiment areas.

The fire was out at approximately 11:30am. No further action is required by EPA. NJDEP also closed their portion of the case. Program enforcement may occur at a later date. For more information on the fire refer to the action reports on the WebEOC function of the www.epaosc.net website.
