Emergency Response 1.1.2 Site Description
An illegal dumping area containing tires, construction and demolition, carpets and many other unknowns about 2 acres in size and piled up to over 30 feet in places. The site is located in a residential neighborhood. The property is bounded by houses on either side (east and est side) and backs up to a forested area. The property sloped from South to North. Pea Ridge road is to the south and the forested area is to the north. The downward slope through the forested area to the north until it comes to Hickey Log Reservoir 1.1.2.1 Location

Fire due to unknown causes. The illegal dumping area contains 100's of tires, construction and demolition debris, wood, carpet, couches, and potentially unknown hazmat or other oil containers

2.1 Operations Section

2.1.1 Narrative
0930 - Upon arrival to site, there was no smoke observed at the landfill, but there was an odor of burned debris.
2.1.2 Response Actions to Date
At 1005, ER (ERRS contractor) used an excavator to pull back sections of the landfill along the northwest perimeter to ensure the fire was no longer burning and to see if there may be hazardous materials or containers buried in the landfill. ER personnel excavated down to approximately 15 feet in this area. According to ER personnel, the top two feet consisted of tires, trash, and debris, while the bottom 13 feet was dirt. Visual inspection of the area by OSC Nattis indicated there appeared to be no hazardous materials or containers buried at this location and the dirt was not discolored. OSC Nattis tasked ER personnel to dig two more test pits along the north and northeast perimeter of the landfill. Visual inspection of the test pits by OSC Nattis and Tetra Tech START indicated the top two feet of each pit contained trash, debris, and demolished concrete. During this time, Tetra Tech START conducted a visual inspection of the underflow dam. The dam was still intact and there appeared to be no sheen in the runoff.
At 1120, OSC Nattis ended the emergency response based upon the following items: • Negative results of the chemical classifier field test conducted by the Cherokee County FES. • Results of the visual inspection of the excavated areas indicated no hazardous materials or containers and no discoloration of the soil. • The fire was no longer burning. • Visual inspection of the site runoff at the underflow dam indicated there was no sheen in the water.

OSC Nattis will refer the site to Georgia Environmental Protection Division, Solid Waste Division. OSC Nattis tasked ER personnel to backfill the test pits with the excavated soil and to remove the underflow dam. ER personnel were unable to remove the underflow dam at this time. A message was left with Chief Ranger Bobby Smith requesting him to return to remove the dam.
