1.1.2 Site Description

1.1.2.1 Location
The site is an abandoned residential property at 8989 East Oak Street in Hillisburg, Clinton County, Indiana.  Site coordinates are latitude 40.2853980 and longitude -86.3377370.

1.1.2.2 Description of Threat
On April 16, 2011, the U.S. Environmental Protection Agency (EPA) responded to an oil spill in Hillisburg, Indiana at the request of the Indiana Department of Environmental Management (IDEM). IDEM and EPA observed oil sheen discharging from a ditch bank below an abandoned house at 8989 E. Oak Street. Oil in the ditch was flowing north toward the South Fork of Wildcat Creek. IDEM and the Johnson Township local volunteer fire department deployed sorbent boom and pads to recover sheen.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Neighbors reported that an individual entered the house on Friday, April 15th and removed a heating oil tank from the basement. After obtaining access from a Clinton County commissioner, EPA documented that oil covered the basement floor and was flowing through a drain into the ditch.

An oil spill occurred from an abandoned residential property in Hillisburg, Indiana after an individual removed a heating oil tank from the basement of the house and dumped oil remaining in the tank onto the basement floor.  Oil flowed from a drain in the basement floor to a ditch neighboring the house to the east.  Oil in the ditch flowed north toward the South Fork of Wildcat Creek.

During this reporting period, EPA and its contractors disposed of waste off-Site.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
OSC Lam obtained information on the identity of the individual who dumped oil inside the residence, and provided the information to EPA's Criminal Investigation Division (CID).
