2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Since the last reporting period EPA and COP negotiated an Administrative Order on Consent (AOC) with ConocoPhillips (COP) for the removal action to take place at the AACC Site. The AOC was signed on March 14, 2011.
2.1.2 Response Actions to Date
There have been several actions taken at the Site since the AOC was signed. The first of these was additional sampling conducted by COP under an EPA-approved sampling plan. The sampling was conducted in early June 2011 and further delineated the scope of contamination at the Site. In addition, COP also surveyed the Site and brought in a structural engineer to analyze the supports of the elevated bridge which are surrounded by contaminated soil.
Based on the previous sampling mentioned in POLREP 1 and the new data presented from the June 2011 sampling, a work plan was developed for the Site. A phased approached was picked as the strategy for the Site. Thus, the east ramp and west ramp will be removed at separate times. This will be done to allow the concrete company to maintain operations utilizing one ramp at a time. COP submitted the East Ramp Work Plan and it was approved by EPA on August 25, 2011.
During the month of September 2011 COP worked to select the contractors that would be conducting the work and met with local officials regarding the cleanup. A kickoff health and safety meeting was held with the contractors on September 15, 2011 in Columbia, SC.
The remaining activities conducted during this reporting period was site setup including electricity, site office space, and air monitoring stations.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
ConocoPhillips Company has been identified as PRP and entered into an Administrative Order on Consent March 14, 2011.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities are planned during the next reporting period:
- Tree Removal - There are trees covering the ramps that need to be removed in order for the dirt to be excavated. This is expected to take one to two weeks.
- Installation of new bridge supports - A contractor will be brought in to install new supports for the bridge where it meets the east ramp.
- Soil Removal - Once the trees are removed and the new bridge supports are installed, the east ramp soil removal will begin.
2.2.1.2 Next Steps
Once the east ramp removal is completed the concrete company will be tasked with rebuilding it. Once rebuilt, the removal can move to the west ramp. Beyond that, any other soil removal will be completed in areas south of the ramps.
