1.1.2 Site Description
Durant Metal Shredding (DMS), LLC is a recycling company in Durant, Oklahoma. DMS specializes in crushing and shredding car parts.
1.1.2.1 Location
DMS is located 2.5 miles South East of Durant, Oklahoma.
1.1.2.2 Description of Threat
A large pile of shredded automobile fluff caught on fire from a lightning strike and burned creating a large plume of smoke. The size of the piles on fire was determined to be 40 feet tall, 50 yards wide and 120 yards long.The plume was migrating over and near several residential areas. Multiple residents reported inhalation issues from the fire.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
OSC Brescia and OSC Todd responded to the site and met with the Durant Fire Chief, ODEQ, the Responsible Party and the Durant Emergency Manager. Upon initial assessment, no air monitoring was being conducted by the RP. OSC Brescia instructed START to begin air monitoring outside of the facility following the plume, along the perimeter to determine VOC and particulate concentrations. START began air monitoring downwind of the facility to determine if any public health threat existed. OSC Brescia and ODEQ requested that the RP begin air monitoring on site and off site for VOCs and particulates. The RP contracted an environmental contractor to extinguish the fire and to provide air monitoring support. EPA and ODEQ requested the RP to create a air monitoring/sampling plan for the duration of the incident. Upon the assessment of the pile, it was determined that a small percentage of the auto fluff could contain brake pads with asbestos. OSC Brescia instructed START to obtain asbestos sampling capability for three locations in the area. Upon request of Durant Emergency Management, OSC Brescia instructed START to also conduct three vacuum asbestos samples at three residences downwind of the plume.

2.1.2 Response Actions to Date
EPA and ODEQ continued to received the RP air monitoring data for VOC's and particulates downwind of the plume. All data readings from the operational period are reported to be below the EPA ERT recommended threshold of 1 PPM for VOCs and 65 Micrograms/Cubic Meter. Asbestos samples were analyzed and it was determined that no significant counts were found at the off-site air sampling locations.
RP response contractor continued the application of water and fire suppressant to the smoldering piles at a 75 GPM rate. Crews continued to utilize heavy equipment to decompact the smoldering piles in effort to reduce the overall height in order to better control the internal temperature of the piles.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Currently no significant VOC or particulate readings have been detected beyond the perimeter of the facility.
2.1.4 Progress Metrics
At 0900, the RP had extinguished the fire and began reducing the piles to 1/3 their height to continue wetting the material. At 1200, START informed the OSC that no smoke was migrating off of the site and that the fire had been extinguished.

2.2 Planning Section

2.2.1 Anticipated Activities
At 1200, OSC Brescia after consultation with ODEQ informed the RP that due to the fact that the fire had been extinguished and that no smoke was migrating off of the site that the RP could cease air monitoring activities.
2.2.1.1 Planned Response Activities
AT 1300, OSC Brescia demobed START from the site and scheduled a final site walk with the RP, ODEQ and County Emergency Management officials for September 12, 2011 to close out operations.
2.2.1.2 Next Steps
OSC Brescia will attend a final site walk on September 12, 2011 with the RP, state and local officials to determine if any further action is necessary. OSC Brescia will review residential asbestos samples on September 13, 2011 as they become available. Any waste water/soil samples collected from the fire fighting operations will be supervised by the ODEQ.
