1.1.2 Site Description
Durant Metal Shredding (DMS), LLC is a recycling company in Durant, Oklahoma. DMS specializes in crushing and shredding car parts.
1.1.2.1 Location
DMS is located 2.5 miles South East of Durant, Oklahoma.
1.1.2.2 Description of Threat
A large pile of shredded automobile fluff caught on fire from a lightning strike and burned creating a large plume of smoke. The size of the piles on fire was determined to be 40 feet tall, 50 yards wide and 120 yards long.The plume was migrating over and near several residential areas. Multiple residents reported inhalation issues from the fire.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
OSC Brescia and OSC Todd responded to the site and met with the Durant Fire Chief, ODEQ, the Responsible Party and the Durant Emergency Manager. Upon initial assessment, no air monitoring was being conducted by the RP. OSC Brescia instructed START to begin air monitoring outside of the facility following the plume, along the perimeter to determine VOC and particulate concentrations. START began air monitoring downwind of the facility to determine if any public health threat existed. OSC Brescia and ODEQ requested that the RP begin air monitoring on site and off site for VOCs and particulates. The RP contracted an environmental contractor to extinguish the fire and to provide air monitoring support. EPA and ODEQ requested the RP to create a air monitoring/sampling plan for the duration of the incident. Upon the assessment of the pile, it was determined that a small percentage of the auto fluff could contain brake pads with asbestos. OSC Brescia instructed START to obtain asbestos sampling capability for three locations in the area. Upon request of Durant Emergency Management, OSC Brescia instructed START to also conduct three vacuum asbestos samples at three residences downwind of the plume.

At 1230 on September 12, 2011, OSC Brescia met with the RP, Emergency Management officials and ODEQ to conduct a final site walk. The RP informed the agencies that the fire had been extinguished the previous day and that the piles of debris had been completely segregated. A small amount of firewater remained at the site. Once OSC Brescia walked the site, he determined that no further action was necessary by the RP. The ODEQ will supervise any soil excavation and waste disposal generated from the incident.
OSC Brescia reviewed the residential asbestos sample results with the Environmental Response Team and determined that no significant count was documented in any of the three homes sampled. The analytical from the sampling event confirmed that no asbestos hazard existed from the fire event.
