1.1.1 Incident Category

1.1.2 Site Description
At approximately 0930 on 7 October 2011, a 16-inch pipeline, owned by Centurion Pipeline, was ruptured by a private company modifying an 11-acre pond in a neighborhood under development.  When the pipeline ruptured, oil flowed into the pond and due to the pressure in the line and strong southerly winds, sprayed approximately 1/4 mile onto nearby trees and vegetation.  It was initially estimated approximately 1000 barrels spilled from the pipeline.  One house located to the northeast of the incident was impacted by the initial oil spray.

The incident is located in a residential area in the northern portion of Edmond, Oklahoma.

1.1.2.2 Description of Threat
A significant rainfall (over 5" in a short time period) could potentially cause the oil to flow out of the containment of the pond and into a nearby creek. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The water level in the pond is 5-10 feet low due to current drought conditions.  City officials predict significant rainfall would have to occur for the water level to rise enough to flow over the spillway.  This is not expected to happen.

2.1.2 Response Actions to Date

On 7 October 2011, EPA tasked the START-3 contractor to respond to the oil spill and determine the extent of contamination.  START-3 arrived on site at 1900 hours and observed the PRP cleanup contractor LW Environmental Services on site.  START-3 observed that boom had been placed across the pond in multiple locations. 

LW Environmental Services representative Chris Watkins stated approximately 950 feet of boom had been deployed.  START-3 observed personnel utilizing an excavator to uncover the breakpoint in the line in preparation to repair the damaged portion of the pipeline.  Five vacuum trucks and one drum skimmer were being utilized in several locations to recover the oil. 

The strong southerly winds pushed the majority of the oil to the northern portion of the pond, aiding the oil recovery process.  START-3 observed the trees and vegetation directly north of the incident that were impacted by the initial spray of oil.  Mr. Watkins stated approximately 500 barrels of oil and water had been recovered. 

Mr. Watkins stated he conducted air monitoring for CO, H2S, VOCs, LEL, and O2 downwind of the incident and that there were not any elevated readings near residential areas. 

START-3 observed the spillway to the creek was approximately 5.5 feet above the water level in the pond, therefore, there is little to no chance of the oil impacting past the pond.

START-3 did not observe any aquatic wildlife affected from the spill.

On 10 October 2011, the EPA START-3 contractor returned to the site for a follow-up visit.  START-3 met with representatives from OCC, ODEQ, Centurion, and LW Environmental Services.  Centurion reported approximately 3,000 to 3,500 bbls of oil spilled from the pipeline rupture and approximately 2,300 bbls of oil had been recovered.  The pipeline was repaired and put back into service on 8 October 2011.  The contaminated soil from around the pipeline was removed and staged in roll-off boxes for disposal. 

START-3 walked to the spillway and to areas where oil had accumulated.  It was observed that the water level in the pond did not rise to level of the spillway after the rain events .  START-3 did not observe any remaining pockets of oil on the water.  Boom remained in place in multiple locations on the pond.

Mr. Watkins reported continuous air monitoring for VOCs was performed around the perimeter of the site throughout the cleanup process.  Air monitoring for VOCs was also conducted at a residence located to the east of the incident due to concerns of strong odors.   There were not any elevated readings for VOCs reported.

Mr. Watkins stated the vegetation impacted from the initial oil spray will be removed and bagged for disposal.  Under direction of OCC, the impacted soil along the bank of the pond will be remediated in place. 

The boom will be left in place during the maintenance phase of the cleanup process  and monitored periodically.  One vacuum truck will also remain onsite to recover any accumulated oil.
