2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

COP is currently conducting a removal action at the American Ag Site to removed lead and arsenic containing soil that was the result of a former superphosphate fertilizer plant that operated at the facility during the early half of the 20th century.

Currently, COP is conducting Phase I of the removal which involves the removal and treatment of the east ramp and securing the bridge which is built upon the ramps.

2.1.2 Response Actions to Date

The following activities have taken place at the site during this reporting period:
  • Complete removal of the tress that lined the banks of the east ramp and began removal of trees from the north slope of the west ramp. In addition, trees were removed from the access point off of Foreman Street. This is the entrance closest to the east ramp.
  • The access road that runs along the southern slope of the two ramps was graded and graveled.
  • Two silos were erected and filled with Enviroblend south of the bridge. Enviroblend is a metal-binding agent that will be used to treat the lead containing soil prior to disposal.
  • Soil Excavation Progress - To date, approximately 650 cuyd of soil has been excavated from the east ramp which covers a length of 140 ft of ramp. Of this amount, approximately 270 cuyd has been treated with enviroblend. Samples from the treated piles and the non-treated piles were collected by COP and sent off for TCLP analysis.
  • A crane company was brought in to begin the process of installing piles around the bridge supports which is the first step in securing the bridge to allow excavation of contaminated soil to be removed from around the supports. This will be completed during the next reporting period.
  • To date no contaminants have been found in any on or offsite air monitoring. There have been some particulates monitored coming from the normal operations of the concrete company.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

ConocoPhillips Company has been identified as PRP and entered into an Administrative Order on Consent March 14, 2011.




  2.2 Planning Section
    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

The following activities are planned during the next reporting period:
  • Soil excavation will continue on the east ramp. Due to the limited space available to stockpile soil, it is expected that an insitu treatment process involving a soil mixer may be utilized to treat the soil in the east ramp.
  • It is expected that the new bridge supports will be completed on the east ramp and then focus will shift to the west ramp.
2.2.1.2 Next Steps

Once the east ramp removal is completed the concrete company will be tasked with rebuilding it. Once rebuilt, the removal can move to the west ramp. Beyond that, any other soil removal will be completed in areas south of the ramps.

2.2.2 Issues

The following issues have been presented at the Site:
  • Limited space - due to the site lying between two active businesses and the volume of soil that is expected to be excavated, there is not much space in which to stockpile. Thus, soil may have to be treated insitu.
  • Delays in driving the piles has hindered the installation of the new bridge supports.
