1.1.1 Incident Category

1.1.2 Site Description

The Site originally contained soils with high metal concentrations (white or gray clay-like material with colored streaks) that are now removed.  The lenses were observed in near surface soils to a maximum depth of about 3 feet and covered an area of approximately 160 ft by 55 ft. The clay-like material reportedly originated from industrial waste lagoons that were operated prior to 1974 by the former Bettenger Company on the abutting, upgradient property at 51-53 Sumner Street prior to 1974.

1.1.2.1 Location

The Site, located on town municipal property to the rear of 51-53 Sumner Street in Milford, Worcester County, Massachusetts, contains part of the Milford Upper Charles Trail (Bike Path) and is adjacent to Cedar Swamp Pond. It is bordered on the north and south by other portions of the bike path, to the east Cedar Swamp Pond and its associated wetlands, and to the west by the Benjamin Moore Co. (BMC) facility. The geographic coordinates, as measured from the approximate center of the property, are 42º 09′ 08″ north latitude and 71º 31′ 02″ west longitude.

1.1.2.2 Description of Threat

High concentrations of lead and other heavy metals have been detected in the soil on the Site at depths beyond three feet.  To insure that any remaining impacted areas would not present a human health risk a geotech fabric was installed over the excavated areas and clean fill was used to establish previous original grade to provide a physical barrier.   

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In January 2011, the Massachusetts Department of Environmental Protection (MassDEP) requested that the USEPA Region 1 Emergency Planning and Response Branch consider the Site for an RA due to concerns that there could be a significant environmental and public health threat because of potentially high concentrations of heavy metals in the soils.  The OSC conducted a Site Assessment which evaluated November 2006 analytical data from Milford and MassDEP May 2011 analytical data to assess the extent of contamination. Both data sets noted in the surface and subsurface soil high levels of antimony, barium, cadmium, chromium, lead, lithium, nickel and zinc. All the soil samples in 2006 and 2011 showed these heavy metals concentrations above the MA action levels.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

A site walk was conducted on December 2, 2011. EPA, ERRS, and START personnel walked the Site and met with the Milford Town Engineer. Manning and equipment needs were decided on and coordinated. ERRS personnel mobilized to the Site on 12/5/2011.

2.1.2 Response Actions to Date

The following has occurred since the previous POLREP

From 01/03/12, the excavation of the eastern area of the bike path continued and was completed on 01/06/12.

On 01/09/12, the excavation of the western area of the bike path began and was completed 0n 01/11/12.

From 01/06/12 through 01/11/12, ERRS crew backfilled the excavated areas to original grade.
 
From 01/12/12 thjrough 01/17/12, ERRS crew put down topsoil, mixed grass seed, and erosion control matting over the excavated areas.

From 01/17/12 through 01/20/12,  barrier fencing was removed and equipment was temporarily demobed awaiting analytical of soil pile prior to on-site treatment and disposal.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

The Town of Milford, MA is the only PRP indentified so far.
