1.1.1 Incident Category

Emergency response - gasoline pipeline spill.

1.1.2 Site Description

1.1.2.1 Location

The pipeline release originated northeast of the Wellington Township Garage located at 105 Maple Street in Wellington, Ohio.

1.1.2.2 Description of Threat

On January 13, 2012, an estimated 125,000 gallons of gasoline was reportedly released from an 8-inch Sunoco pipeline in Wellington, Ohio. Preliminary information suggests that the product was captured in White Ditch that was dammed off by the local fire department near the release.  White Ditch is a tributary of the Black River. The local fire department installed one clay dam and two siphon dams in White Ditch approximately 0.5 mile downstream of the spill site to contain the product.

The local fire department incident commander initiated evacuation orders to residents in a nearby trailer park and a few other homes downstream along White Ditch. START contractor personnel were mobilized to the site and began collecting air monitoring readings in the areas surrounding the release site and White Ditch.  A gasoline odor was noticeable in the trailer park, near the spill site, and near the constructed dams on White Ditch.  Ohio EPA requested air monitoring support in the community near the spill site.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
START contractor personnel were mobilized to the site with monitoring equipment in the early hours of January 13, 2012.  Ohio EPA requested support with air monitoring activities.

2.1.2 Response Actions to Date
Initially the local fire department placed dirt along the north and east sides of the township garage parking/staging area to contain the spilled gasoline.  The local fire department also constructed an earthen dam and two underflow dams on White Ditch, which are located just downstream of where the ditch crosses under Peck-Wadsworth Road.  This location is approximately 0.5 mile downstream of the spill site.

From approximately 0530 on Januray 13, 2012 to 1130 on Januray 14, 2012, START contractor personnel collected air monitoring readings at fourteen nearby locations, including outside a local day care center, high school, senior citizen's center, post office, and residences near the spill site and White Ditch, using a MultiRAE with a PID to measure total VOCs, Drager tubes to measure benzene, and an Ultra RAE to measure benzene.  Air monitoring results indicated VOC readings at or below 1.1 ppm (maxiumum) and no elevated benzene readings outside the day care center, the high school, the senior citizen's center, and the post office.  Air monitoring readings indicated VOC readings at or below 32.2 ppm  (maximum) and benzene readings at or below 0.15 ppm in the evacuated trailer park.  Air monitoring readings indicated VOC readings at or below 17.1 ppm  (maximum) and benzene readings at or below 0.05 ppm outside the residences located immediately downwind of the constructed dams on White Ditch.  Air monitoring readings indicated VOC readings up to 173 ppm and benzene readings up to 11.25 ppm at the constructed dams on White Ditch.  START contractor personnel deployed four AreaRAEs around the spill site to collect continuous VOC readings.  START contractor personnel collected four summa canister air samples from the following areas: the spill site, the evacuated trailer park, the high school, and downwind of the constructed dams.

Sunoco currently has eight vacuum trucks, three tanker trucks, six fractionation tanks, various heavy equipment, and various contractors at the site to remove the gasoline from the spill site and in White Ditch.  Sunoco has conducted gasoline recovery at two locations on White Ditch, the constructed dams and a point between the spill site and the constructed dams.  Sunoco has also conducted gasoline recovery from the hole at the spill site that was caused by the pipeline rupture.

Sunoco has reconstructed the two underflow dams that were constructed by the local fire department, constructed one addition underflow dam downstream of the earthen dam, and are in the process of constructing a forth underflow dam downstream of the earthen dam.  Sunoco has begun lowering the earthen dam to allow spilled gasoline and water that has accumulated behind the dam to move to downstream to the first underflow dam.  Their intention in doing so is to allow the water to flow through the pipes in the underflow dam while containing the spilled gasoline for recovery.  Sunoco also constructed a dam just upstream of where White Ditch flows under Webster Road.

Sunoco has estimated that 116,760 gallons of gasoline were released from the pipeline.  As of 1500, approximately 48,000 gallons of gasoline/water mixture have been recovered from the spill site and White Ditch.  8,000 gallons of gasoline have been decanted from the fractionation tanks and transported offsite to the Sunoco Akron Terminal for recycling.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
A Notice of Federal Interest was issued to Sunoco.

  2.2 Planning Section
    2.2.1 Anticipated Activities

Sunoco and/or their contractors will continue removing the spilled gasoline from the spill site and White Ditch.  Sunoco and their contractors will continue improvements to the constructed dams on White Ditch.  Sunoco and their contractors will begin excavating a trench along the west side of the spill site to allow for the accumulation of spilled gasoline that may be migrating through the ground toward White Ditch.  Sunoco and/or their contractors will continue air monitoring in the areas surrounding the spill site and White Ditch.  Sunoco and their contractors will begin collecting surface water samples from White Ditch and the Black River.

2.2.1.1 Planned Response Activities

Sunoco will remove the spilled gasoline from the spill site and White Ditch, temporarily store the removed gasoline in fractionation tanks, decant the gasoline from the water, transport the recovered gasoline offsite for recycling, and store the water in the fractionation tanks until a method of disposal has been established.  Sunoco and their contractors will continue improvements to the constructed dams on White Ditch and complete construction of additional dams.  Sunoco and their contractors will begin excavating a trench along the west side of the spill site to allow for the accumulation of spilled gasoline that may be migrating through the ground toward White Ditch.  Sunoco and/or their contractors will continue air monitoring in the areas surrounding the spill site and White Ditch.  Sunoco and their contractors will begin collecting surface water samples from White Ditch and the Black River.

START will continue to conduct air monitoring in the areas surrounding the spill site and White Ditch. 

2.2.1.2 Next Steps

Sunoco will continue to bring in the necessary resources to remove the spilled gasoline and conduct environmental monitoring and sampling.  Sunoco will begin more aggressive removal efforts in the spill area, including excavating a trench along the west side of the spill site.
