1.1.1 Incident Category

Emergency response - gasoline pipeline spill.

1.1.2 Site Description

1.1.2.1 Location

The pipeline release originated northeast of the Wellington Township Garage located at 105 Maple Street in Wellington, Ohio.

1.1.2.2 Description of Threat

On January 13, 2012, an estimated 125,000 gallons of gasoline was reportedly released from an 8-inch Sunoco pipeline in Wellington, Ohio. The product was released from the pipeline onto the ground surface and flowed over land to White Ditch, which is a tributary of the Black River. Initially, the local fire department installed one clay dam and two siphon dams in White Ditch approximately 0.5 mile downstream of the spill site to contain the product.

The local fire department incident commander initiated evacuation orders to residents in a nearby trailer park and a few other homes downstream along White Ditch. A total of thirty-one homes were evacuated.  START contractor personnel were mobilized to the site and began collecting air monitoring readings in the areas surrounding the release site and White Ditch.  A gasoline odor was present at the trailer park, near the spill site, and near the constructed dams on White Ditch.  Ohio EPA requested air monitoring support in the community near the spill site.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Response activities continued from January 14, 2012 to January 16, 2012.  START contractor personnel conducted oversight of cleanup operations and air monitoring near the spill site, near the constructed dams on White Ditch, and in the surrounding community.  Sunoco and their contractors conducted cleanup and recovery operations in the spill site and White Ditch.  Sunoco and their contractors conducted air monitoring near the spill site, the constructed dams on White Ditch, and in the surrounding community.

2.1.2 Response Actions to Date
From approximately 1730 on January 14, 2012 to 1710 on January 16, 2012, START contractor personnel collected air monitoring readings at various locations surrounding the spill site and White Ditch, including outside a local day care center, high school, senior citizen's center, post office, and residences near the spill site and White Ditch, using a MultiRAE with a PID to measure total VOCs and an Ultra RAE to measure benzene.  Air monitoring results indicated VOC readings at or below 0.3 ppm (maximum) and no elevated benzene readings outside the day care center, the high school, and the senior citizen's center.  Air monitoring results indicated VOC readings at or below 25.2 ppm (maximum) and no elevated benzene readings outside the post office.  Air monitoring results indicated VOC readings at or below 2.25 ppm  (maximum) and benzene readings at or below 0.65 ppm in the evacuated trailer park.  Air monitoring results indicated VOC readings at or below 0.5 ppm (maximum) and no elevated benzene readings at the fairgrounds, near the rolloff box staging area.  Air monitoring results indicated VOC readings at or below 36.2 ppm  (maximum) and benzene readings at or below 0.4 ppm outside the residences located north of the constructed dams on White Ditch.  Air monitoring results indicated VOC readings up to 129 ppm (maximum) and benzene readings up to 11.25 ppm at the constructed dams on White Ditch.  Four AreaRAE monitors collected continuous VOC readings around the spill site.  Analytical results for the four summa canister air samples collected by START contractor personnel indicated the following benzene concentrations: 65 ppbv at the spill site, 42 ppbv at the evacuated trailer park, <1 ppbv at the high school, and 11 ppbv north of the constructed dams.  START contractor personnel conducted air monitoring in several evacuated homes to allow residents to enter their homes and retrieve their personal belongings, retrieve pets, turn on their pilot lights, etc.  All air monitoring results indicted no elevated VOC or benzene readings inside the residences. 

The area of impact has been divided into zones.  Zone 1 consists of the spill site on the Wellington Township Garage property.  Zone 2 consists of the agricultural field north of Zone 1 and 0.175 mile portion of White Ditch extending north from Maple Street.  Zone 3 consists of a 0.424-mile portion of White Ditch extending north from the northern extent of Zone 2.  Zone 4 consists of a 1.11-mile portion of White Ditch extending north from the northern extent of Zone 3 to Peck-Wadsworth Road.  Zone 5 consists of the portion of White DItch from Peck-Wadsworth Road to Webster Road.  Zone 6 consists of the portion of White Ditch from Webster Road to its confluence with the Black River.

As of 1600 on January 16, 2012, Sunoco had fifteen vacuum trucks, three tanker trucks, 21 fractionation tanks, six excavators, one loader, one hundred and nine rolloff boxes, and ninety Sunoco and subcontractor personnel at the site to remove the gasoline and gasoline impacted soils from the spill site and in White Ditch.

Sunoco conducted gasoline recovery at three main locations on White Ditch, the constructed dams (Zone 4), approximately 200 yards downstream of the constructed dams (Zone 4), and along the west side of the evacuated trailer park property (Zone 2).  Sunoco has also conducted gasoline recovery from the hole at the spill site that was caused by the pipeline rupture and the trenches and excavations installed in the spill area (Zone 1).

Sunoco constructed three underflow dams downstream of the earthen dam that was installed by the local fire department on January 13, 2012.  Sunoco removed the earthen dam to allow product and water that has accumulated behind the dam to move downstream to the underflow dams.  Their intention in doing so is to allow the water to flow through the pipes in the underflow dams while containing the product for recovery.  Sunoco constructed an underflow dam just upstream of Webster Road as a precautionary measure.  Sunoco installed aeration equipment at Peck-Wadsworth Road (Zone 4) and Webster Road (Zone 5) to mitigate product in the water that is now in a dissolved state.  Sunoco placed sorbent boom and pads between the underflow dams in Zone 4 and in areas of product accumulation in Zones 2 and 3.

Sunoco and their contractors produced and implemented an excavation plan and conducted excavation activities at the spill site (Zone 1).  These activities included installing trenches along the east and north sides of the spill site to allow for the accumulation and removal of product and water that may be migrating through the ground toward White Ditch, installing various sumps across the spill site and in the field north of the spill site to allow for the accumulation and removal of product and water, excavating a storm sewer located on the north side of the spill site that emptied into White Ditch, excavating a field tile located in the field north of the spill site that emptied into White Ditch, and excavating the contaminated soil in the immediate spill area.  Sunoco is currently staging the loaded rolloff boxes at the Lorain County Fairgrounds until a disposal can be arranged.

Sunoco and/or their contractors conducted air monitoring in the areas surrounding the spill site and White Ditch, in the storm sewer located on the north side of the spill site and at upstream locations in the storm sewer.  Air monitoring in the storm sewer indicated elevated VOC concentrations, but no elevated LEL concentrations.  In addition, Sunoco and/or their contractors have collected periodic surface water samples from White Ditch and the Black River, soil samples from the excavations and stockpiles of excavated soil.

Sunoco has contacted residents of all thirty-one evacuated residences to inquire and process claims.

As of 1600 on January 16, 2012, approximately 166,924 gallons of gasoline/water mixture have been recovered from the spill site and White Ditch, 31,861 gallons of gasoline have been recovered, 14,500 gallons of gasoline have been transported offsite to the Sunoco Akron Terminal for recycling, 840 cubic yards of soil have been excavated from the spill site (Zone 1), 84 cubic yards of soil have been transported offsite to Chemtron Corporation for disposal.

  2.2 Planning Section
    2.2.1 Anticipated Activities

Sunoco and/or their contractors will continue removing the spilled gasoline from the spill site and White Ditch.  The constructed dams on White Ditch will be maintained and aeration and product removal activities will continue.  Excavation of contaminated soil from the spill site and removal of accumulated product and water from the excavations will also continue.  Sunoco and/or their contractors will continue air monitoring in the areas surrounding the spill site and White Ditch and collecting surface water samples from White Ditch and the Black River as well as soil samples from the excavations and stockpiles of excavated soil.

2.2.1.1 Planned Response Activities

Sunoco will remove the spilled gasoline from the spill site and White Ditch, temporarily store the removed gasoline in fractionation tanks, decant the gasoline from the water, transport the recovered gasoline offsite for recycling, and store the water in the fractionation tanks until a means of disposal has been established.  Sunoco will continue to maintain the constructed dams and aeration systems on White Ditch and increase the amount of aeration systems on White Ditch.  Excavation of contaminated soil from the spill site and removal of accumulated product and water from the excavations will continue. 

START contractor personnel will continue to conduct air monitoring in the areas surrounding the spill site and White Ditch and performing oversight of cleanup operations.

2.2.1.2 Next Steps

Sunoco will continue 24 hour removal efforts in the spill area to remove contaminated soil and product and water migrating through the soil.  Sunoco will install additional aeration systems on White Ditch to mitigate product in the water that is now in a dissolved state.  Sunoco will arrange for disposal of the excavated soil that is currently staged in rolloff boxes at the fairgrounds.
