1.1.2 Site Description
A propane well blowout occurred at approximately 1900 on February 28, 2012 at the OneOK facility near Medford, OK. At present there has been limited access to the well blowout location due current wind conditions. The reason for the release is currently unknown and the PRP has hired Boots & Coots to assist in stopping the release. Currently Boots & Coots contractors and the PRP personnel are devising a plan to shut down the well. The PRP is conducting air monitoring onsite for LEL approximately every hour at various locations depending on prevailing winds, and has also hired an Industrial Hygiene contractor to assist in air monitoring and sampling off site. According to an RP representative there is currently an Evacuation Advisory in place for Medford, OK and the LEPC for Medford has evacuated the local prison and the local nursing home in case a full evacuation of the town is required. At approximately 1800 on March 1, 2012, EPA OSC Delgado and START-3 were activated by the EPA-PRB and began mobilizing to the scene.

PRP and PRP contractors are making plans to shut off well. The PRP is conducting onsite air monitoring for LEL at select onsite locations every hour. The PRP is bringing in an IH contractor to assist in offsite air monitoring and sampling. EPA and START-3 are mobilizing to the scene.
