1.1.1 Incident Category
1.1.2 Site Description
On August 31, 2012, Gary Fire Department requested the assistance of US EPA at the Rowland Dump Fire. The fire was first documented on April 24, 2012, when the Gary Fire Department responded to a large brush fire in that area. The flames were extinguished, but the fire continues to smolder underground. The smoldering is occurring at a former illegal dump that was recently compacted for the installation of railroad tracks. On site there are visible abandoned drums, and discarded tires. There is also a phase II report that identifies numerous hazardous substances including heavy metals in the landfill.
1.1.2.1 Location
The site is located along the border of the Norfolk Southern, Indiana Sugar Line and the Former Roland Dump
1.1.2.2 Description of Threat

2.1.1 Narrative
2.1.2 Response Actions to Date
Norfolk Southern Corp (NS) completed a voluntary action beginning on Monday, Nov 5 and concluding on Mon Nov 12. SWS and CTEH began their work under NS, and began digging into the burning piles, spreading them out, and applying water to the smoldering material. NS has agreed to address the problem up to the edge of their property line. The problem appears to extend beyond the property line, buring on the property of NS and on the property of Gary-Chicago Airport Authority(GYY).
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The GYY compacted the landfill in April, approximately the same time the fire was identified. There is no evidence indicating that any party conducted a controlled burn.
