1.1.2 Site Description

On August 31, 2012, Gary Fire Department requested the assistance of US EPA at the Rowland Dump Fire. The fire was first documented on April 24, 2012, when the Gary Fire Department responded to a large brush fire in that area. The flames were extinguished, but the fire continues to smolder underground. The smoldering is occurring at a former illegal dump that was recently compacted for the installation of railroad tracks. On site there are visible abandoned drums, and discarded tires. There is also a phase II report that identifies numerous hazardous substances including heavy metals in the landfill.

2.1.2 Response Actions to Date

Norfolk Southern was contacted by Gary Indiana Airport Authority and United States EPA concerning underground fire burning along Norfolk Southern right of way. Norfolk Southern personnel responded and confirmed fire was burning on our property. After several internal meetings it was decided to hire SWS to extinguish fires. SWS in turn hired CTEH to handle air monitoring during extinguishment process. To extinguish this underground fire it was determined to excavate affected dirt saturate with water and wet sand and spread material and monitor. The footprint of affected area was determined by thermal probing conducted by SWS. After initial extinguishment we experienced a rekindle which SWS returned to site and extinguished again. Norfolk will continue to monitor area until we are certain all fires are extinguished.

The GYY compacted the landfill in April, approximately the same time the fire was identified.  There continues to be no evidence indicating that any party conducted a controlled burn.
