2. Current Activities

2.1 Operations Section

|
2.1.1 Narrative
The U.S. Environmental Protection Agency (EPA) and their contractors mobilized to 78 North Avenue, Attleboro, Massachusetts in October 2010 to prepare the Site for the removal of hazardous materials.
EPA's contractors include:
- the Emergency & Rapid Response Services (ERRS) contactors - Guardian Environmental Services (GES), and their subcontractors from Shaw Group; and
- the Superfund Technical Assessment and Response Team (START) contractors - Weston Solutions.
Refer to Polrep 1 for initial Site preparation and set-up activities and Polrep 2 through Polrep 6 for activities since initial Site preparation.
ERRS Activities since the last Polrep included: installing the base layers for the engineered cap; installing the french drain along the north and west of the engineered cap; installing the permeable reactive barrier (PRB) consisting of zero-valent iron (ZVI) mixed with clean fill on the eastern edge of the engineered cap; installing the PRB extension on the south side of the engineered cap; installing a "water block" in the French drain to control groundwater flow rates; installing the drainage swale extension on the western edge of the surcharge area; operating the water treatment system and increasing storage capacity during the construction of the PRB and swale; and decontaminating and demobilizing the water treatment system in January 2013.
START activities since the last polrep included: deploying
perimeter particulate monitors at 6 locations on- and off-Site; conducting site
visits and conference calls with engineers for the design of the residential
removal and site restoration activities planned for Winter and Spring 2013; field
screening analysis of soil samples collected from excavated areas of the engineered
cap areas; groundwater level gauging from the well locations in the vicinity of
the engineered cap areas; conducting soil percolation tests on the engineered
cap, the permeable reactive barrier (PRB), and the stream bank; measuring and
preparing volume estimates of contaminated soil piles located at the 78 North
Avenue site; preparing a preliminary design for site restoration of the
residential properties by a licensed Landscape Architect; and documenting all
site activities.

2.2 Planning Section

2.2.1 Anticipated Activities
- Work with the EPA Remedial program to determine the extent to which the Removal program can dispose of existing (and future) soil piles as well as perform any excavation work under the former plating facility;
- Continue to construct the engineered cap in the residential area abutting Bliss Brook;
- Restore the residential properties according to local, state, and federal requirements;
- Work with the City of Attleboro to address the drainage issues on Paulette Lane and Deanville Road; and
- Work with the EPA Remedial Project Manager (RPM) to transition the Site from the on-going Time-Critical Removal Action to the Superfund Remedial Action phase.

2.2.1.2 Next Steps
- Continue to support the relocated residents who were voluntarily moved during the removal activities (due to safety and noise from the heavy construction traffic adjacent to their homes);
- Continue to support the abutting residents who were not relocated and help them maintain their quality of life during our construction activities;
- Work with the City of Attleboro to address the Deanville Road flooding concerns;
- Work with EPA’s Massachusetts Superfund RPM to develop transition plans from the removal program to the remedial program;
- Construct the engineered cap in the residential area abutting Bliss Brook;
- Install and maintain erosion and sedimentation controls, as necessary; and
- Restore all residential properties in accordance with local, state and federal requirements.
2.2.2 Issues
The soil stabilization activities were necessary due to a structurally weak organic peat bog that was discovered during the tree removal activities in July and August 2011. After the soil was stabilized, using Type I Portland Cement as a reagent, a great deal of extra contaminated material was required to be excavated from the residential properties in order to install the engineered cap. As a result, there are now more large soil piles that require transportation and disposal.
Deanville Road continues to flood during major storm events. EPA OSCs met with the City of Attleboro’s Department of Public Works to discuss technical options to address this concern; final technical plans and financial strategies still require additional evaluation.
After the discovery contamination further south of the facility than initially expected, the EPA Emergency Response and Removal Program began working with the EPA Site Assessment Program to complete a Hazardous Ranking System (HRS) Evaluation package. To date, the Site has preliminarily ranked as a potential National Priorities List (NPL) Site and a public meeting was held on April 30, 2012 to initiate the public participation in the NPL process. The Site was proposed to the NPL on 18 September 2012. A sixty day comment period follows this proposal.

2.3 Logistics Section

Personnel:
- EPA will maintain a Site presence with one or two Federal On-Scene Coordinators, depending on workload and schedule.
- EPA will occasionally use U.S. Coast Guard Atlantic Strike Team and OSCs from Region 2 from time-to-time to supplement oversight activities.
- ERRS personnel are expected to remain constant throughout the next few operational periods (1 Removal Manager, 1-2 Equipment Operators, 0-1 truck driver/laborer).
- START personnel level of effort will remain at one.
Equipment & Supplies:
- One to two swamp dumptrucks - used to transport clean fill during cap construction (one was demobilized in November).
- Three excavators - for use during excavation, cap construction and T&D load-out activities.
- One Bulldozer - for spreading cap material.
- One water truck - for decontamination activities and dust suppression (demobilized in December).
- One bobcat - for moving materials, maintaining roads, and general Site maintenance.
- A wastewater treatment system, two to four frac tanks, and a mud tank have been mobilized to the Site and will continue to treat water during excavation activities (all water treatment equipment were demobilized in January 2013).
