2.1.1 Narrative

• the Emergency & Rapid Response Services (ERRS) contactors - Guardian Environmental Services (GES), and their subcontractors from Shaw Group; and
• the Superfund Technical Assessment and Response Team (START) contractors - Weston Solutions.

ERRS Activities since the last Polrep include:  site maintenance, decontamination, and demobilization of the water treatments system and four 21,000-gallon fractionalization (Frac) tanks; staging and disposal of 44 drums containing residual from the treatment system; grading of the surcharge area; completion of the drainage swale extension along the extended area; installation of the pre-cap base layer, the permeable fill layer, the geo-composite fabric, the lower granular fill layer, the drainage layer, the crushed stone capillary break, the geo-textile warning layer the vegetative support layer and the topsoil layer for the engineered cap (all part of the engineered cap design); installation of fence support sleeves within engineered cap area; the removal of the Bliss Brook bypass system and subsequent restoration of Bliss Brook; replacement of the catch basin and discharge pipe between 29 and 37 Paulette Lane, construction of drainage systems behind 27 Paulette Lane and 37 Paulette Lane residences;  grinding of contaminated tree stumps located at 78 North Avenue; transportation and disposal (T&D) of contaminated personal protective equipment from the duration of site activities; construction of retaining walls behind 27 Paulette Lane and 37 Paulette Lane residences; installation of site restoration landscape plantings and structures throughout the residential areas (ongoing); replacement of protective tarps over waste piles; and partial demobilization of personnel and equipment.

START activities since the last polrep include: deploying perimeter particulate monitors at 3 locations on- and off-Site; conducting site visits and conference calls with engineers for the design of the residential removal and site restoration activities; field screening using X-Ray Fluorescence (XRF) and volatile Organic Compound (VOC) analysis of soil samples collected from excavated areas of the engineered cap areas, surrounding soils, and replacement soil material; groundwater level gauging from the well locations in the vicinity of the engineered cap areas; conducting soil percolation tests on the engineered cap, the permeable reactive barrier (PRB), and the stream bank; measuring and preparing volume estimates of contaminated soil piles located at the 78 North Avenue site; completion of the design for site restoration of the residential properties by the licensed Landscape Architect; and documenting all site activities.

• Complete landscaping & fence installation on residential portions of removal action u ntil properties are restored in accordance with local, state, and federal requirements;
• Properly close-out the deep water well on the industrial side of the removal action;
• Work with the EPA Remedial program as waste stockpiles are transported and disposed off-site;
• Work with the City of Attleboro to address the drainage issues on Paulette Lane and Deanville Road; and
• Work with the EPA Remedial Project Manager (RPM) to transition the Site from the on-going Time-Critical Removal Action to the Superfund Remedial Action phase.

2.2.1.2 Next Steps

• Continue to support the relocated residents who were voluntarily moved during the removal activities (due to safety and noise from the heavy construction traffic  adjacent to their homes);
• Continue to support the abutting residents who were not relocated and help them maintain their quality of life during our construction activities;
• Work with EPA’s Massachusetts Superfund RPM to develop transition plans from the removal program to the remedial program;  
• Install and maintain erosion and sedimentation controls, as necessary; and
• Restore all residential properties in accordance with local, state and federal requirements.
