1.1.2.1 Location
The Site is located at 820 West Marion Road, Mt. Gilead, Morrow County, Ohio, 43338. The geographical coordinates for the Site are 40° 33” 10.64’ North latitude and -82° 51” 17.27’ West longitude. The Site where the release occurred is located in a mixed industrial, commercial and residential area.
The site is approximately 80 acres in size. Approximately 15 acres of the property is enclosed by a chain link fence and contains an approximate 300,000-square-foot building. Railroad tracks run along the northern portion of the property with a rail spur entering the fenced-in area. There is open farmland beyond the tracks. Residential properties are located approximately 0.1 miles to the east and west and a residential neighborhood borders the Site on the south on West Marion Road. A small creek flows around the fenced perimeter of the property and the creek eventually discharges to the Olentangy River.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
During this reporting period, two loads of waste oil/water and three loads of petroleum contaminated soil (low level pcbs) were transported off site for disposal. Other work including the following: the manufacturing pits were filled with on-site soils; RCRA empty containers were destroyed and placed in a roll-off box for removal; ERRS completed cleaning the pcb contaminated floors and preparing them for paint; ERRS began painting the pcb contaminated floors with epoxy paint.
2.1.2 Response Actions to Date
On July 8th, ERRS remobilized to the site from the July 4th Holiday.
During the week of July 8th, ERRS continued to clean the areas of the floors contaminated with pcbs. ERRS continued to fill in the machine pits with on site soils. Heavy rains throughout the week caused a buildup of rainwater in the unfilled pits due to holes in the roof of the building. ERRS consolidated the rainwwater contaminated with waste oil, that entered the unfilled pits for removal.
During the week of July 15th, ERRS completed filling the machine pits with on site soils and completed cleaning the floors for paint preperation. On July 17th and 18th, 2 loads (11,000 gallons) of rainwater contaminated with waste oil were transported off site for disposal. Due to heavy rains floor painting was delayed.
During the week of July 22nd, ERRS mobilized turbo heaters to dry the pcb contaminated floor for painting. All RCRA empty containers were destroyed and placed in a roll-off box for disposal. On July 24th, ERRS began painting the first coat of epoxy paint on the pcb contaminated floor. On July 25th, 3 loads (60 yards) of petroleum contaminated soils (low level pcbs) were transported off site for disposal.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The PRP has been identified and State and Federal enforcement activities are proceeding.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities will take place at the site:
All containers will be consolidated inside the site building, staged and sampled for disposal.
All large pits containing waste oils will be sampled for disposal
All ASTs/USTs will be sampled for disposal
All chemicals will be disposed of at an US EPA approved disposal facility
All ASTs/USTs will be removed or rendered unusable
All pits containing waste oils will be cleaned and filled with site soil and rock.
Contaminated soil will be excavated and disposed.
Transformers will be investigated for PCB containing oil and disposed as appropriate.
2.2.1.2 Next Steps
Complete filling of machine pits with rock
Complete painting pcb contaminated floor (two coats epoxy paint, white, then blue)
Dispose of pcb contaminated wood blocks
Dispose of RCRA empty containers/non-haz solid waste (approximately 20 tons)
2.2.2 Issues
Heavy rains caused water buildup inside the building and machine pits. This delayed floor cleaning/painting and rainwater contaminated with waste oil was disposed.

A Health and Safety Plan was created for the site and all site workers have read and signed the plan. A daily Health and Safety meeting is held each day before the start of site work.
An emergency shower and eye wash has been set up outside the entrance to the building.
