1.1.2 Site Description

1.1.2.1 Location
The Site is located at 820 West Marion Road, Mt. Gilead, Morrow County, Ohio, 43338. The geographical coordinates for the Site are 40° 33” 10.64’ North latitude and -82° 51” 17.27’ West longitude. The Site where the release occurred is located in a mixed industrial, commercial and residential area.
The site is approximately 80 acres in size. Approximately 15 acres of the property is enclosed by a chain link fence and contains an approximate 300,000-square-foot building. Railroad tracks run along the northern portion of the property with a rail spur entering the fenced-in area. There is open farmland beyond the tracks. Residential properties are located approximately 0.1 miles to the east and west and a residential neighborhood borders the Site on the south on West Marion Road. A small creek flows around the fenced perimeter of the property and the creek eventually discharges to the Olentangy River.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
During this reporting period, one load of waste oil/water, two loads of pcb contaminated wood block, and one load of RCRA empty containers were transported off site for disposal. Other work including the following: completed filling manufacturing pits with on-site soils and capping with stone and ERRS completed painting the pcb contaminated floors with epoxy paint. A site walk was performed with local officials and Ohio EPA on August 6. At the request of local law enforcement all entrances to the building except the front man door were blocked with miscellaneous material from site (wooden molds, pallets, etc).
ERRS personnel demobilized from site on Wednesday August 8 and the final equipment demobilized from site on Tuesday August 13, 2013.
2.1.2 Response Actions to Date
On July 28th, ERRS dried floors (areas that required epoxy paint) and emptied pits of rainwater (that needed filled with dirt) that accumulated from heavy weekend rains.
During the week of July 29th, ERRS continued to paint the areas of the concrete floor contaminated with pcbs with epoxy paint. ERRS capped the filled pits with stone to help prevent rainwater infiltration and completed destroying RCRA empty containers for disposal. One exterior UST (underneath concrete) was filled with pea gravel. On July 30th, 1 load of water contamanted with waste oil (2,500 gallons) was removed from site for disposal.
During the week of August 5th, ERRS filled the last two machine pits with on site soils and capped with stone. ERRS completed painting pcb contaminted concrete with epoxy paint. Miscellaneous materials left on site (pallets, wooden molds, etc.) were used to block entrances to the building except for the front man door at the request of the local law enforcement. Equipment was decontaminated and was de-mobilized from site during the week.
On August 5th and 6th two loads of pcb contaminated wood blocks (24 tons) were removed from site for disposal.
On August 6th, 2013, a site walk was conducted with local officials (County Administrator, Village Administrator, Village Councilman, and County prosecuters office) and the Ohio EPA.
On August 7, 2013, 1 load (20 tons) of RCRA empty containers left site for disposal. ERRS finished blocking entrances to the building with on site materials (pallets, wooden molds, etc.) and completed decontaminating heavy equipment for demobilizaton.
On August 8th and 9th, 2013, the final remaining heavy equipment was demobilized from site and on August 12th and 13th, the office trailers were demobilized from site.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The PRP has been identified and State and Federal enforcement activities are proceeding.

2.2.1.1 Planned Response Activities
The following activities have taken place at the site:
All containers were consolidated inside the site building, staged, sampled for disposal, and removed from site for disposal.
All large pits containing waste oils were sampled for disposal, emptied, cleaned with high pressure/volume water, filled with on-site soils, and capped with stone. (40 drums of paint sludge was removed from 2 pits prior to pressure washing)
All ASTs/USTs were sampled for disposal, emptied and either removed from site, or rendered unusable.
Wooden blocks were sampled and disposed of as greater than 50 ppm pcb (TSCA) contaminated.
2 transformers and 32 capacitors were removed from site and disposed of as greater than 50 ppm pcb (TSCA) contaminated.
Contaminated soil on the eastern side fo the building was excavated and removed from site for disposal.
All chemicals were disposed of at an US EPA approved disposal facility.
Interior concrete floor was sampled for pcb contamination. The area that was above TSCA regulations (estimated 40,000 square feet) was cleaned and painted with a double layer of epoxy paint (white then blue).
All entrances to the facility except the front man door was blocked with pallets, wooden molds, etc.

A Health and Safety Plan was created for the site and all site workers have read and signed the plan. A daily Health and Safety meeting is held each day before the start of site work.
An emergency shower and eye wash has been set up outside the entrance to the building.
