2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

On September 3, 2013, USEPA remobilized to the Hull Pottery Site to complete the Time Critical Removal Action.  Remediation of the the Site will include re-grading of the Site using previously excavated materials for the subgrade, as needed, to fill in low areas.  This will be followed by placement of a water permeable marking barrier/liner over the subgrade.  Stabilized areas (staging pads and roads) will then be filled with 1 foot of compacted clay followed by 1 foot of compacted stone (#2 and #304).  Remaining areas will be capped with 1.5 feet of compacted clay followed by 0.5 feet of topsoil and then seeded.  The existing drainage patterns will be maintained with the addition of a drain installed in place of the central ravine to manage erosion.  Existing ravines on the east and west property lines will be stabilized with stone and tree plantings.  The riparian corridor along the Moxahalla Creek will be maintained as well and fortified as needed.  Existing wells on the Site will be abandoned according to Ohio Department of Natural Resources (ODNR) and Ohio Environmental Protection Agency (OEPA) requirements.

2.1.2 Response Actions to Date

Week of September 2-September 8, 2013:

ERRS and START mobilized to Site to prepare for the installation of a cap on the Hull Pottery Site.  ERRS began receiving stone for construction of northern staging pad and haul road.  A total of approximately 816 tons of stone have been received to date.

  • Received heavy equipment and trailers;
  • Began removal of trees and brush;
  • Began relocating and consolidating existing equipment and materials on Site;
  • Began surveying grade and staking location for northern stone staging pad;
  • Placed liner and began construction of stone staging pad;  
  • Installed wind/solar power generator for after hours charging of air monitoring and sampling equipment;
  • Addressed issues with subsidence, vegetative cover and drainage at two residential yards that were remediated in the spring of 2013.

Week of September 9-September 15, 2013:

ERRS began receiving clay and continued receiving stone for construction of northern staging pad and to begin subgrade work and capping of the north side of the Site.   A total of approximately 2,643 tons of clay and 1,094 tons of stone have been received to date.  Dust suppression and road washing began in construction areas and along Amerine Street.  START began real-time air monitoring and air sampling activities around construction areas. All air samples and air monitoring daily averages to date have been below the 57 ug/m3 action level.  The wind/solar power generator operated for approximately 111 hours saving approximately 155 gallons of diesel fuel.

  • Completed chipping of woody debris and removal from Site.  A total of 150 tons of wood chips were reused as boiler fuel at an electrical generating plant;
  • Completed construction of northern staging pad;
  • Continued relocating existing equipment on Site;
  • Began stockpiling miscellaneous wood and vegetative debris that could not be chipped;
  • Installed silt fence along southern end of central ravine;
  • Began shaping central ravine for placement of 18" drainage pipe and excavated areas for the installation of two catch basins; 
  • Received #4 stone for haul road to assist with removal of soil from the tires of the haul trucks;
  • Ohio EPA Division of Environmental Response and Revitalization conducted a Site visit to discuss remediation and water management strategies.

Week of September 16-September 22, 2013:

ERRS continued subgrade work, laying down of marking barrier, spreading and compacting of clay on the north side of the Site. A total of approximately 5,604 tons of clay and 1,094 tons of stone have been received to date.  Dust suppression and road washing continued in construction areas and along Amerine Street.  START continued real-time air monitoring and air sampling activities around construction areas. All air samples and air monitoring daily averages to date have been below the 57 ug/m3 action level.  To date, the wind/solar power generator has operated for approximately 184 hours saving approximately 208 gallons of diesel fuel.

  • Completed removal of 15 tons of logs from Site to be recycled into wooden pallets; 
  • Installed two catch basins and 18" pipe connecting them beneath the haul road.  This will be part of drainage system replacing the central ravine;
  • Collected a sample of fill material for full scan analysis;
  • Installed additional silt fence along eastern and western ravines and extended existing silt fence at the southern edge of central ravine;
  • Continued relocating existing equipment on Site;
  • Began loading miscellaneous wood and vegetative debris into roll-off boxes for shipment to Athens/Hocking Reclamation Center;
  • Ohio EPA Division of Surface Water personnel visited the Site to review water management and site controls.  Recommendations were provided on vegetative cover and design of the outfall for the central drainage pipe.

Week of September 23-September 29, 2013:

ERRS continued subgrade work, laying down of marking barrier, spreading and compacting of clay on the north side of the Site and began same work on south side of Site. A total of approximately 10,820 tons of clay and 1,094 tons of stone have been received to date.  Hauled 160 cubic yards of wood and vegetative debris to Athens/Hocking Reclamation Center.  Dust suppression and road washing continued in construction areas and along Amerine Street.  START continued real-time air monitoring and air sampling activities around construction areas. All air samples and air monitoring daily averages to date have been below the 57 ug/m3 action level.  To date, the wind/solar power generator has operated for approximately 253 hours saving approximately 305 gallons of diesel fuel.  

  • Surveyed and staked out area for construction of southern staging pad; 
  • Began receiving clay for construction of southern staging pad; 
  • Installed 360 feet of 18" drainage pipe in central ravine and began backfilling;
  • Cleaned Amerine Street with street sweeper;
  • Continued loading miscellaneous vegetative debris into roll-off boxes. 

Week of September 30-October 6, 2013:

ERRS began subgrade work, laying down of marking barrier, spreading and compacting of clay on the south side of the Site. A total of approximately 17,816 tons of clay and 1,094 tons of stone have been received to date.  Hauled 160 cubic yards of wood and vegetative debris to Athens/Hocking Reclamation Center for a total 320 cubic yards.  Dust suppression and road washing continued in construction areas and along Amerine Street.  START continued real-time air monitoring and air sampling activities around construction areas. All air samples and air monitoring daily averages to date have been below the 57 ug/m3 action level.  To date, the wind/solar power generator has operated for approximately 352 hours saving approximately 444 gallons of diesel fuel.  

  • Excavated and backfilled an area in northeast corner of Site in preparation for capping;
  • Surveyed and staked out area for construction of southern staging pad; 
  • Continued receiving clay for capping of southern area; 
  • Began grading area to construct western drainage swale;
  • Continued loading miscellaneous vegetative debris into roll-off boxes. 

A water main break was reported on October 5, 2013 in the area excavated and backfilled earlier in the week.  The break occurred on the water line approximately 15 feet away from where the line was originally located and marked.  Several homes lost water service for approximately 8 hours.  The City of Crooksville repaired the leak and issued a boil alert.

Week of October 7-October 13, 2013:

ERRS continued subgrade work, laying down of marking barrier, spreading and compacting of clay on the south side of the Site. A total of approximately 21,437 tons of clay and 1,942 tons of stone have been received to date.  Hauled 40 cubic yards of wood and vegetative debris to Athens/Hocking Reclamation Center for a total 320 cubic yards.  Dust suppression and road washing continued in construction areas and along Amerine Street.  START continued real-time air monitoring and air sampling activities around construction areas. All air samples and air monitoring daily averages to date have been below the 57 ug/m3 action level.  To date, the wind/solar power generator has operated for approximately 443 hours saving approximately 571 gallons of diesel fuel.  

  • Completed construction of southern staging pad;
  • Prepared northern area for topsoil;
  • Installed catch basin and drainage pipe along western boundary of Site; 
  • Began raising sanitary sewer manholes to match final grade of cap;
  • Screened areas impacted by runoff from water main break and excavated all impacted areas;
  • Abandoned 4 groundwater monitoring wells per OEPA and ODNR guidelines;
  • Continued relocating existing equipment on Site to staging pads;
  • Began grading area to construct eastern drainage swale;
  • Continued loading vegetative debris into roll-off box;
  • Completed restoration work on residential yards excavated in the spring.

EPA is still in the process of locating and determining viable potentially responsible parties.

2.2.1.1 Planned Response Activities

USEPA plans to take the following actions:
  • Complete installation of cap on the Hull Pottery Site;
  • Improve drainage using the three existing ravines to control erosion and assist in the maintenance of the cap;
  • Re-vegetate the Site and plant trees to stabilize sloped areas and prevent erosion of cap;
  • Continue air monitoring and sampling until work is complete.

Once cap installation is complete and a vegetative cover is established, will return in spring of 2014 to ensure integrity of cap and the vegetative cover.

Rain has been impacting the ability to receive clay and install the cap narrowing the window available to seed and establish a vegetative cover over the winter.
