2.1.2 Response Actions to Date
Week of March 31 – April 2, 2014:
ERRS/START & OSC mobilized to site to check site conditions and to make any necessary erosion repairs to east and central drainage swales. OSC and ERRS/START discuss condition of Amerine Street and options for making minor repairs to roadway. ERRS subcontractor still attempting to secure topsoil for completion of site cap. A total of approximately 28,546 tons of clay, 675 tons of topsoil and 2,174 tons of stone have been received to date. Due to heavy rainfall, work activities were limited and decision was made to demobilize and return to site in early summer 2014 when topsoil supply is secured and weather improves.
· Complete repairs due to erosion along the west bank of the east drainage swale;
· Removed silt buildup in rip rap stone along base of east drainage swale;
· Installed rip rap stone around the northern side of electrical tower to prevent further erosion;
· Installed rip rap stone from central drainage outfall to Moxahalla Creek;
· START photo-documented current conditions of Amerine Street;
· ERRS met with subcontractor to discuss site seeding & tree planting costs.
· START provided photographic & written documentation of field activities.
Week of July 7 – July 12, 2014
ERRS/START mobilized to the site to begin overlaying and grading the site with 6 inches of topsoil. ERRS focused topsoil application to the northern half of the site. ERRS also resumed work grading area east of east drainage swale and south central portion of site. A total of approximately 28,546 tons of clay, 3,757 tons of topsoil and 2,174 tons of stone have been received to date. Work activities related to the topsoil delivery were limited on a couple of days due to rain.
· Removed silt buildup in rip rap stone along base of southwest drainage swale;
· Regraded south central portion of site to remove temporary drainage swale;
· ERRS repaired temporary drainage hole in side of two concrete catch basins;
· Constructed berm between southeast perimeter fence and east drainage swale;
· Water truck used for dust suppression when visible dust emissions were evident;
· START provided photographic & written documentation of field activities.
Week of July 15 - July 18, 2014:
ERRS completed overlaying and grading the north half of the site with 6 inches of topsoil and began work on the south half of the site. ERRS continued work grading small areas of the south side of the site to insure desired drainage. A total of approximately 28,546 tons of clay, 7,258 tons of topsoil and 2,174 tons of stone have been received to date.
· ERRS added extensions to remaining catch basins & manholes to bring to desired grade;
· Removed temporary silt fencing along perimeter of site;
· Worked on drainage just outside of site fence;
· Met with site owner to discuss planned construction of roadway that bisects site;
· ERRS fixed yard at 635 South State Street after City water crew made repair to water line below cap;
· START provided photographic and written documentation of field activities.
Week of July 21 - July 25, 2014:
ERRS completed overlaying and grading the south half of the site with 6 inches of topsoil. ERRS also completed raising the elevation of the site roadway to match final site grade. A total of approximately 29,626 tons of clay, 8,531 tons of topsoil and 3,166 tons of stone have been received to date.
· Survey crew from city onsite to survey catch basin locations;
· Greenshades onsite to disc topsoil, seed and overlay site with straw as part of site restoration;
· SMS Asphalt Sealing company met with ERRS to discuss sealing Amerine Street in August, 2014;
· START provided photographic and written documentation of field activities;
· ERRS/START demobilized equipment and personnel from the site;
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
EPA is still in the process of locating and determining viable potentially responsible parties.
