1.1.1 Incident Category
This incident is an emergency response to a former truck repair and body shop.
1.1.2 Site Description
The site consists of a large structure and surrounding property formerly used for repair and body work on large trucks. There are operational businesses adjoining two sides of the property, and a house trailer located on another side. The business and property are part of of the bankruptcy proceedings of the former operator. The building is unsecured and accessible.
1.1.2.1 Location
The Site is located at 4240 US Highway 45East, South Fulton, Obion County, Tennessee.
1.1.2.2 Description of Threat
There are numerous containers of suspected waste oil, paints, and solvents located in and around the abandoned building.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The Tennessee Department of Environment & Conservation (TDEC) contacted On-Scene Coordinator (OSC) Spurlin regarding the Site. The State was concerned about the containers at the property. The State had an ongoing enforcement action for multiple violations at the facility; however, the owner was no longer responding to the State. The State provided photographs and site information that document the actual and potential release of hazardous substances at the Site sufficiently for the OSC to determine an emergency response was warranted at the Site. There were leaking drums and containers, suspected to contain hazardous substances, threatening to release into the environment and endanger public health.

2. Current Activities

2.1 Operations Section

|
2.1.1 Narrative
EPA initiated an emergency response and mobilized an EPA contractor to the Site on August 12, 2013.
2.1.2 Response Actions to Date
On August 12, 2013, EPA contractor US Environmental Services USES) mobilized personnel and equipment to the Site. USES collected the drums and containers from various areas of the Site to allow for inventory and evaluation. USES started consolidation of the suspected waste oils and hazardous substances into 275 gallon tote containers containers.
On August 13, 2013, USES continued and completed the bulking of waste oils and waste paints into totes and drums. Four totes of suspected waste oil and 2 drums of waste paint and solvent were generated. The drums and totes were cut open and residues of waste oils and other waste solids from the containers were solidified with a drying agent and placed into a roll off. Samples of the waste material was collected to provide information for future disposal. A sample of sand blasting material piled outside the facility was also sampled to evaluate for presence of heavy metals.
On September 10, 2013, EPA and USES returned to the Site to coordinate the load out of waste oils, suspected to be mixed with ethylene glycol, that had been containerized in storage tote containers. Environmental company, FCC Environmental, utilized a vacuum truck to remove and estimated 1100 gallons of waste liquids from four totes. The liquids were transported to the FCC Environmental facility located in Memphis, Tennessee, for recycle and disposal. The four plastic totes were cut-up and consolidated into a roll-off container with the cut-up drums, generated during the August waste liquid consolidation efforts,
On September 27, 2013, USES returned to the Site to coordinate loud-out of the two flammable paint waste drums and the non-hazardous solid waste roll-off containing cut-up empty drums and totes. American Environmental Services (AES) transported the drums to their facility in Calvert City, Kentucky. AES also transported one roll-off of non-hazardous debris to their Calvert City facility.
On October 21, 2013, EPA conducted a walk through of the Site to document all waste was removed and all contractor resources were demobilized from the Site.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The Site files contains information regarding the current owner and former operator of the Site. The person is bankrupt and a bank plans to sale the property in a foreclosure process.
